Overview:

The First Nations Digital Strategic Plan Business Analyst will play a pivotal role in defining the scope of the First Nations digital strategic plan and supporting future co-design and consultation on its development. This position involves undertaking a detailed review and gap analysis of the First Nations strategic landscape and existing programs. The Consultant will provide recommendations on the scope of the First Nations digital strategic plan, ensuring a culturally sensitive co-design framework for state-wide consultation and engagement with Aboriginal and Torres Strait Islander peoples.

Responsibilities:

Review and Gap Analysis:

• Conduct a comprehensive review and gap analysis of the First Nations strategic landscape and existing programs.
• Provide recommendations on the scope of the First Nations digital strategic plan.

Consultation and Stakeholder Engagement:

• Engage with Government agencies and key stakeholders to identify relevant digital and broader strategies, policies, or programs aimed at improving outcomes for First Nations people.
• Facilitate meaningful consultations to capture the digital needs, barriers, opportunities, and aspirations of First Nations Queenslanders.

Co-design Framework Development:

• Develop a culturally sensitive co-design framework and requisite materials to guide the state-wide consultation and engagement process.
• Work collaboratively with the Customer and Digital Group to ensure alignment with organizational goals and objectives.

State-wide Consultation and Engagement:

• Lead and support the implementation of the co-design framework for state-wide consultation and engagement with Aboriginal and Torres Strait Islander peoples.
• Ensure inclusivity and cultural sensitivity in all aspects of the consultation process.

Documentation and ing:

• Prepare detailed s and documentation of the consultation findings, including key insights and recommendations for the First Nations digital strategic plan.

Qualifications and Experience:

• Proven experience in conducting strategic reviews and gap analyses, preferably in the context of First Nations programs.
• Demonstrated expertise in stakeholder engagement, particularly with government agencies and/or First Nations communities.
• Strong understanding of digital strategies and initiatives, with a focus on improving outcomes for First Nations people.
• Experience in developing culturally sensitive co-design frameworks and materials.
• Excellent communication and facilitation skills.
