PMCG is seeking a Senior Education Technical Program Specialist with Arabic and English language skills to support US government education programming in Yemen. As a key member of the Education Team S/He expected to provide senior-level guidance and advice to the USAID/Yemen Senior Development Advisor, lead key design, management, and monitoring efforts for the education portfolio. S/he will be asked to represent USAID at both internal and international fora, specifically related to education initiatives and other strategic planning processes, as appropriate.
USAID experience is required. Arabic (level III preferred) and English language (level III required) reading, writing, and speaking ability. Familiarity with the Middle East development operating context and experience working on/for Yemen preferred.
PERIOD OF PERFORMANCE: 12 Months. August 1, 2022 to July 31, 2023
with the option of one-year extensions without re-competing the position.
DUTY STATION: Virtual/remote, the incumbent will be expected to work during USAID/Yemen working hours which are 9:00 – 17:30 Riyadh time, Sunday through Thursday.
TRAVEL REQUIREMENT:
Remote with On-Site or In-Country support as needed. The position may require occasional regional travel.

Security Clearance Requirements (Facility Access Required DD-254): Facilities access.
Visa/Work Permit Requirements: Visa may be needed for travel.
MAJOR DUTIES AND RESPONSIBILITIES
· Advise the Acting Education Office Director and other senior Mission management on the political, economic, and social developments affecting education and educational development in Yemen
· Support and represent USAID in meetings with the ROYG Ministry of Education and education counterparts.
· Support Education AORs and Alternate AORS by coordinating and helping them to manage Education Office workloads that reflect Mission program priorities.
· Participate in and help prepare materials for weekly Education portfolio discussions with USAID/Yemen senior management.
· Provide technical education leadership to identify and resolve issues
· Serve as the Activity Manager (AM) in support of the Contracting Officer’s Representative (COR) or Agreement Officer’s Representative (AOR) for Yemen Education activities.
· Serve as a technical liaison between the Contracting Officer (CO) and contractor(s), the Agreement Officer and grantee(s).
· Establish and maintain AOR/COR/AM files in accordance with Agency standards, and use mandated electronic storage applications (ASIST) for document retention.
· Represent the mission to key education stakeholders, manage information flows, and inform decision-makers to achieve objectives.
· Prepare written and verbal communication, and presentations to cross-cultural audiences that convey Agency standards, policies, and priorities.
· Participate in virtual and in-person donor coordination meetings. Support coordination within donor and Ministry if Education Counterparts.
· Provide technical leadership to support programming in the areas of disability/inclusive education, non-formal education, early grade learning, access to education for conflict-affected children and youth, workforce development, as well as gender and inclusive development, particularly for girls’ access to education services.
· Support Education project design efforts and funding application for new education programs or supplemental funding in accordance with Mission and Agency project design Mission Orders and requirements.
MINIMUM QUALIFICATIONS
· Graduate level degree in education or 7-10 years of relevant field or equivalent experience in education program management.
· A minimum of five (5) years’ experience in educational development, training, education in the Middle East context, or a related area, preferably working for an international donor organization with programs fostering development of education.
· A minimum of five (5) years of progressive levels of authority and responsibility managing programs, resources, and personnel in education programming.
· A minimum of three (3) years experience in planning and program design, program planning and budgeting, and monitoring and evaluation of education and training activities is preferred.
· Strong technical skills, including experience in at least two of the following areas: early grade learning, non-formal education, workforce development, inclusive education, children with disabilities, increasing equitable access for out of school children and youth, access to education for conflict-affected children and youth, particularly for girls’ or children with disabilities.
· Arabic (level III preferred) and English language (level III required) reading, writing, and speaking ability.
· Familiarity with the Middle East development operating context and experience working on/for Yemen preferred.
· Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, NGOs, CSOs, and/or the private sector.
· Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills.
· Excellent verbal, written interpersonal and presentation skills in English.
· Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff.
