Job Description
POSITION PURPOSE
As part of Pine Technical and Community College’s commitment to student success and ongoing institutional effectiveness, this position is responsible for developing, implementing, and coordinating retention-based outreach and student success initiatives to a diverse student population, specifically first-generation, low-income, and historically underrepresented.
The position will provide academic and financial aid advising to current and prospective students with an emphasis on relationship building between the student and advisor. In addition, the position coordinates and facilitates the execution of various state and federal grants with a primary focus on serving underrepresented students. Key functions include building awareness, acting as a liaison with all internal and external partners, collaborating with the Academic and Student Affairs (ASA) department to ensure accuracy with the availability of PTCC Basic Needs Resources, as well as providing academic/financial aid advising and case-management to students.
In addition, this position will also serve as the primary coordinator for non-academic student support (Basic Needs Resources) on campus with the goal of enhancing student persistence, retention, and completion.
1. Provide academic and financial advising to continuing students utilizing knowledge of current curriculum, tutorial services, financial aid, scholarships, and community resources to help students reach their educational goals.
Meet with students individually or in groups on a regular basis to monitor academic progress and facilitate students’ development of educational goals, academic success strategies, and course planning through appreciative advising.
Provide financial aid advising, assisting with the sound administration of the federal and state aid program as well as college scholarships programs by accurately certifying and awarding campus-based grants, loans, scholarships, and work-study funds.
Calculate financial aid awards by reviewing and verifying applications and subsequently awarding appropriate aid based on eligibility.
Facilitate and encourage use of student services areas, e-services and online resources, DARS, and academic/career planning resources/materials with students.
Assess and meet individual students and target group needs by understanding and supporting college-wide services, policies and procedures and community resources, when appropriate, to include referrals to campus and community resources.
Address advising concerns with specific populations including but not limited to; program faculty advisors, first generation, culturally diverse students, students with disabilities, LGBTQ+, single parents, displaced workers, Veterans, ESOL, and non-traditional students.
2. Grant Program Development/Records and Documentation
Facilitate various state and federal grants including developing and implementing work plans, collecting and evaluating data, meeting reporting requirements, managing grant budgets, coordinating grant events, and providing support for eligible grant students.
Develop and implement policies and procedures related to grant activities
Enter and report data using approved grant databases and procedures.
Ensure all required reports and records are following mandated deadlines, data security and privacy best practices, FERPA rules and regulations, and other pertinent policies and legislation.
Work collaboratively with PTCC Business Services and other campus stakeholders to ensure grant activities are coordinated and integrated within appropriate college departments and offices, and that grant requirements and deadlines are met.
Identify grant opportunities and assist in grant writing.
3. Student Case Management
Provide guidance to admissions staff on initial eligibility for participation in scholarships and grant-eligible programs of study.
Conduct on-going student case management and tracking as required by various state and federal grants.
Assess individual student needs and identify applicable resources. Teach students self-advocacy skills to aid in their success.
Collaborate with faculty and staff to support at-risk and prospective students.
Identify individual student and target group needs through data analysis. Develop and deploy targeted interventions to increase student persistence, retention, and completion.
4. Support Pine Technical and Community College and departmental mission, vision, and strategic goals as assigned by supervisor or college administration.
Coordinate non-academic student support initiatives for the College (such as, but not limited to the Emergency Assistance program, SNAP 50/50), identify additional funding opportunities, and identify path forward to create sustainable campus-wide student support initiatives.
Promote and connect community resources to the college and students.
Develop peer networking opportunities to support organic student connections, resources and social identity for under-served student populations and student groups (such as parenting students, first generation college students, underrepresented students, etc.).
Serve as a liaison between internal Minnesota State work groups and external partners in relation to student retention and success initiatives.
5. Perform other duties as assigned to ensure the smooth function of the college and maintain the reputation of the college as a viable community partner.
Required Qualifications
Associates Degree in a related field with two years of professional level experience in interpreting policies and procedures which support academic, financial or career advising, student or academic Demonstrated independent decision-making skills along with the ability to communicate and collaborate with others to successfully meet project and/or campus goals.
Demonstrated knowledge of best practices and understanding of educating high-risk students from diverse backgrounds, academic/financial retention activities, and student academic advisement.
Proficiency with a variety of word processing, database and web-based applications sufficient to accurately collect data and create reports working efficiently.
Ability to analyze, interpret and communicate, both in writing and orally.
Knowledge of private data privacy laws
Self-starter with an ability to function with minimal direction.
Preferred Qualifications
Bachelor’s degree (or Bachelor’s degree in progress) in Counseling, Student Development/Affairs, Psychology, Business, Human Resources, Public Administration, Social Work, Education, Sociology, or similar discipline.
Experience with a student record system such as ISRS; as well as other data and communication tools.
Familiarity with Desire 2 Learn (D2L), and other academic technology.
Experience with grant and project development, execution, management, and assessment.
Exceptional interpersonal communication skills and emotional intelligence, including training/teaching skills and conflict management.
Experience executing a holistic approach of appreciative and/or financial aid advising to diverse populations with an emphasis on student success and retention.
Extensive knowledge of state and federal regulatory laws such as the Family Education Rights and Privacy Act (FERPA) and MN Governmental Data Privacy Act (MGDPA).
Experience within higher education student services, preferably in the Minnesota State College and Universities system.
Valid driver’s license to conform to Minnesota State vehicle use criteria and consent to a motor vehicle records check.
Ability to speak another language in addition to English.
Other Requirements
In accordance with the Minnesota State Colleges & Universities (Minnesota State) Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State’s vehicle use criteria and consent to a Motor Vehicle Records check.
