Responsible for: Finance Officer
Purpose of the Role: In accordance with the requirements of Section 151 of the Local Government Act 1972, the post holder will be the Council’s Responsible Finance Officer for all aspects of the Council’s finances, managing the council’s financial affairs within the legal framework, maintaining good governance, accountability and transparency in accordance with regulatory requirements, accounting guidance and proper practice. The post holder will also serve as a member of the Corporate Management Team and line manage the Council’s Finance Officer.
Principal Responsibilities and Duties
· To effectively manage and monitor the Council’s finances and to advise the Council on a financial strategy that will meet its finance and policy objectives and to ensure that all the accounts conform with the requirements of the Accounts and Audit Regulations.
· To manage the process of the Council’s payroll, including PAYE, NI and superannuation and sickness with the Council’s service provider.
· To prepare a detailed annual budget and precept recommendation for submission to the Finance & General Purposes Committee and thereafter the Council, having consulted all other Standing Committees and included their recommendations.
· To prepare a 3 -5 year financial plan in line with the Council’s Strategic Plan priorities.
· To make appropriate banking arrangements for Penzance Council and to approve bank reconciliations completed on a monthly basis by the Finance Officer.
· To be responsible for line management responsibilities in relation to the Finance Officer
· To supply information to and be present during Internal Auditor visits
· To be responsible for maintaining the computerised financial records of the Council and the administration of its finances with the approved budget
· To work with the Finance Officer to ensure day to day financial records are up to date
· To serve as joint Lead Officer for the Finance & General Purposes Committee and to attend all such meetings for which time off in lieu will be awarded. The post-holder generally will not be expected to service other meetings personally unless there are matters where their input as Section 151 Officer is required
· To prepare the annual report and supporting accounts for audit, liaising as necessary with the appointed external auditor
· To maintain statutory Value Added Tax and Pay As You Earn records, liaising as necessary with HM Revenue & Customs
· To liaise with the Town Clerk and other members of the Corporate Management Team to ensure adequate insurance arrangements are in place and to be the main point of contact with the Council’s insurance providers
· To administer the Council’s grant scheme and review the Council’s policy periodically
· To be responsible for the Council’s Investment Policy
· To identify external funding opportunities and funding streams
· To manage insurance cover and risk and ensure that fidelity guarantee insurance is provided at the right level for the Council
· To undertake, with the Council’s Democratic Services Officer, an annual review of financial regulations and internal controls
· To undertake any other duties, which are required in support of the work of Penzance Council
