FINANCE OFFICER
SCP 19 -21 (£ 25,481 – £ 26,511)

Overall Purpose of the Role:
To undertake purchase, sales, ledger transactions and conduct regular bank reconciliations. To assist the Responsible Financial Officer, in the preparation of reports as necessary. To raise invoices for the Town Council facilities, issue monthly statements, and chase overdue accounts as appropriate.
Principal Responsibilities and Duties
· To assist the Responsible Finance Officer (RFO) in ensuring all aspects of the Council’s financial management are maintained to the highest standards and in accordance with the requirements of the appropriate Accounts and Audit Regulations, and that the Council’s financial policies and records are up-to-date at all times, having regard to new legislative and best practice requirements
· To assist the RFO with the maintenance of the financial administration of the Council using an online accounting package, this will include updating the sales ledger and purchase ledger records, and undertaking more complex financial tasks, such as Bank Reconciliation
· To assist the RFO in ensuring that appropriate arrangements are in place in respect of preparing and submitting all income for banking
· To ensure that inventories are updated as required
· To undertake the purchase ordering and purchase ledger function for members of the Corporate Management Team
· To prepare a schedule of payments made for submission to the Finance & General Purposes Committee
· To ensure that appropriate arrangements are in place and carried out in respect of management of petty cash and floats
· To ensure that arrangements are in place and carried out in relation to raising invoices for rent and other ad-hoc invoices as required
· To ensure that appropriate arrangements are in place in respect of receiving and recording payments made to the Council
· Providing support to colleagues who use the online accounting package and handling external enquiries specifically related to financial transactions
· To assist the RFO and the Communications Officer in the production of the Council’s annual report
· To produce financial reports for Committees as required
· Responsible for managing and administrating the IT/Phone & utility contract
· To maintain and update the Council’s asset register
· To provide administrative support to the Leisure & Amenities Manager in respect of the Council’s allotments. This includes maintaining and updating the Council’s online allotments software
· To undertake any other duties, which are required in support of the work of Penzance Council
