The European business was set up in 2020 to closely manage and grow regional business. This business is now looking for an experienced Head of Human Resources, Europe to provide advisory, project and administrative support in all HR matters across Europe, from a base in UK. The position is responsible for line managing the administration/day-to-day HR functions to deliver an effective Human Resources service to the business, within the boundaries of good practice and compliance with the appropriate legislation applicable in each UK and European Country.

JOB SUMMARY
This business is now looking for an experienced Head of Human Resources, Europe to provide advisory, who is experienced in supporting growing (organically and inorganically) organizations. This position will provide project and administrative support in all HR matters across Europe, from a base in UK. The position is responsible for line managing the administration/day-to-day HR functions to deliver an effective Human Resources service to the business, within the boundaries of good practice and compliance with the appropriate legislation applicable in each UK and European Countries (Netherlands, France, Germany, Eastern Europe…). This position will also be key in driving and enabling PCS Wireless global culture throughout the region.
JOB REQUIREMENTS & ACCOUNTABILITIES
HR & HSE Strategy
Provide advice on HR strategic elements: Workforce planning and attraction of talent, Employer branding, Performance Management, Overall compliance, Compensation & Benefits
Driving PCS global through the growing organization- Through implementation of global initiatives throughout the program.
Data analysis and collection- Ensuring all data is collected centrally and human capital data is generated and provided in a consistent basis to support business (locally and globally insight)
Support and drive from HR & HSE perspective inorganic growth initiatives throughout Europe.
Supporting by participating or providing insight on strategic global programs and best approach to be implemented globally.
Employee Experience & Talent Acquisition
Drive workforce planning and talent acquisition programs regionally to ensure business success.
Aligning with corporate PCS on developing local employer branding programs to become an employer of choice.
Manage and coordinate and deploy (in alignment with global practices) onboarding and offboarding practices to maximise employee experience in alignment with PCS Culture.
Review and coordinate talent reviews and career programs in alignment with PCS globally
To manage and direct all Human Resources matters across Europe, reporting to the Regional President, Europe and to the Chief People Officer, Worldwide.
To manage all direct reporting colleagues across Europe in a clear and concise way such that the delivery of Human Resources is conducted in a professional and efficient manner.
To directly provide accurate employment advice face-to-face, by telephone/email to the Offices of PCS Wireless within UK, & to ensure that the same is delivered throughout Europe.
Support, guide and manage disciplinary and grievances cases (from start to finish) by providing a fully supportive and advisory service to management and employees.
Support line management in all absence, sickness, performance, maternity, paternity, adoption cases in line with good practice guidelines.
Support Senior Management on any other employee relations cases/projects as required, including appeals.
Interpret and advise on current and new Employment Legislation, (liaising with external Partners as necessary) and to apply it in a timely and efficient manner.
HR Administration
To continuously develop and maintain up to date HR Policies & Procedures throughout Europe, whist ensuring that equality & diversity are applied & promoted across the business.
Maintain & secure all HR records relating to colleagues in line with GDPR Data Protection legislation and to ensure that these principles are adhered to throughout Europe.
Ensure that Contracts of Employment, Offer Letters and other contractual paperwork is issued as required, ensuring it complies with HR good practice and legislative changes.
Support Senior Management with additional HR projects/administration requirements as required.
To undertake the revision, update and implementation of the Colleague Handbook and all Policies & Procedures in line with good practice guidelines and legislative changes.
Ensure appropriate compliance with Employment Legislation in all HR matters throughout Europe.
Produce HR Reports & Statistics for Senior Management in relation to Recruitment, Retention, Attendance and so on.
Deliver on any other projects as required by the business.
Learning & Development
Support and help deploy global learning and development programs throughout the region to align culture (onboardings, culture alignment and support with leadership identification and development programs which will be centrally organized).
Support the business in identifying core development needs and provide recommendations to enable business success.
Coordinate, align with business and ensure it is documented appropriately (linked to internal quality management systems requirements and measure data) technical, HSE and compliance training.
Deliver and coordinate all onboarding and offboarding to support the review, implementation, design and delivery of Learning & Development requirements for the business.
Be responsible for ensuring one’s own continuing professional development to the recognised CIPD standards.
Deliver on any other Learning & Development projects as required by Senior Management.
Pay & Benefits
Collect and administer all payroll changes on a monthly basis in conjunction with Finance & ADP Payroll bureau, to ensure that everyone is paid accurately.
Advise on Pay and other Remuneration issues as appropriate.
Be aware of Salary banding with competitive Employers and the wider Market. Continually benchmark the Company Benefits package.
Make recommendations for future Remuneration and Benefits packages that align to support the employer branding and culture.
Health & Safety
Ensure that Health & Safety Policies & Procedures are up to date and applied throughout Europe, in conjunction with external Partners to ensure compliance with current Legislation.
Where required, to organise, record and run Health & Safety initiatives including Fire Drills, training, checks and audits in line with good practice and H&S Legislation.
Establish H&S Committee meetings and report on any H&S concerns.
Promote good H&S practices across the business.
Business Support
Able to cooperate, dove-tail and liaise effectively with other PCS Wireless operations, both in Europe and USA in particular.
Appoint & manage all Recruitment Agency partners and arrangements to ensure that skilled & talented people are attracted & appointed to join PCS Wireless throughout Europe.
Undertake all reasonable duties as required from time to time by Senior Management.
Develop HR planning processes with line managers, which consider immediate and long-term staff requirements in terms of numbers and skill levels.
PERSON SPECIFICATION
Experience/Qualifications:
Solid experience of HR Management & Administration in a generalist HR role is essential.
Managerial experience within a busy Human Resources department is essential.
Experienced in managing HR functions within other European Countries will be helpful.
Experienced in managing Human Resources across multiple sites in a high technology business environment would be advantageous.
A solid track-record of providing effective HR advice face-to-face and by Telephone, Teams Meetings and email is essential.
Experience of supporting and an understanding of Employee Relations cases is essential.
Good general knowledge of UK & European Employment Law will be helpful.
Experienced in working with multiple stakeholders is desirable.
Experienced in working within a rapidly changing & growing work environment is mandatory.
Key skill/Competency Requirements:
CIPD qualified, (or working towards that objective) is desirable.
Strong MS Office, (Outlook, Excel, Word & PowerPoint) & MS Teams skills are essential.
Good communication skills, (verbal and written) and a personable demeanour is essential.
Able to build effective relationships quickly, face to face, by telephone, Teams Meetings or email is an essential aspect of the job.
Meticulous and accurate, with an excellent attention to detail.
Highly organised and able to manage their own workload within changing parameters.
Deadline driven, a Team player and quick learner will suit the requirements of this job.
Highly confidential and trustworthy, with a balanced approach to meeting the needs of the business whilst applying sensitivity to individual circumstances.

Flexible and adaptable in their overall approach to work.
Full and clean Driving Licence, with their own transport available for business use.
Able and willing to travel throughout Europe & UK, (which may require overnight stays on occasions). Occasional trips to USA may be required.
Living within 30 miles of the Bracknell office & warehouse operations will be helpful.
