Position Summary :

• Maintain organisation Financial Records
• Undertake general finance duties as directed, including preparation of financial, taxation and acquittal reports
• Train and mentor Finance team to ensure a consistent and high standard of performance

Key Requirements :

Essential

• Experience supervising a team;
• Advanced skills in Practical Accounting Software or similar;
• Strong attention to detail

General Finance Duties

• Ensure all financial records are accurate and maintained in accordance with governance requirements
• Ensure all required financial reports are completed in a timely manner and approved by the Director of Finance and Governance
• Work with the Finance team to ensure they have the skills and support they need to complete their duties.
• Contribute to the development of Council’s Annual Report
• Completes general accounting duties in line with council procedures, including ensuring all accounts are reconciled
• Assist with the annual auditing process and liaise with external auditors as required
• Work with the Warehouse Coordinator to ensure the Council stores is available to all staff during working hours
• Perform other duties as reasonably requested by the Director of Finance and Governance

Procurement

• Use appropriate tools such as Vendor Panel, Local Buy and Tender box, to ensure compliant and efficient processes
• Maintain accurate and comprehensive records for sourcing initiatives.
• Provide contract management support to ensure they are delivered on time and according to specification
• Work with Project Managers and Project Leaders to establish, set and monitor procurement timelines for major tenders and procurement projects
• Work with stakeholders to evaluate tenders and ensure value for money is received and probity is maintained
• Provide support to the development and maintenance of procurement policies, procedures and guidelines
• Ensure all required information has been collected prior to approval of requisitions
• Provide support and training to officer with approval to requisition to ensure they understand their obligations and provide the appropriate information

Communication and Customer Service

• Work with people across all areas of Council to collect relevant data and provide support and information on Finance matters as needed
• Communicate Council’s corporate vision and objectives clearly to the Finance and Governance team
• Provide a high level of customer service when responding to enquiries from stakeholders
• Supervise the day to day financial and administrative functions of the Corporate Services team, ensuring compliance with Council’s policy and procedures for procurement of goods and services
• Provide on going mentoring to members of the Finance and Governance team to assist in their development
• Coordinate with the Human Resources Officer to ensure appropriate training and development programs are delivered to your team

Reporting and Delegations

• This role is focussed on the day to day running of the Finance team and reports directly to the Manager of Finance and Governance
• The Finance team consists of 4-6 FTE depending on operational needs

General Conditions of Employment

• This role is Stream A, Level 5 and covered by:
• Queensland Local Government Industry (Stream A) Award – State 2017
• Paroo Shire Council – Non-operational Staff Certified Agreement 2021-2024 or it’s successor agreement
• This position will be required to work from Council’s Civic and Community Enterprise Centre, Stockyard Street, Cunnamulla and the Works Depot, Broad Street, Cunnamulla.
• In compliance with legislation and Paroo Shire Council Policy you will be required to provide a current National Police Check Certificate and have a Pre-Employment Health Assessment if you are successful in your application.
• Should you at any time in your appointment in this role become ineligible to hold a driver’s license, you are required to advise Council immediately.
