Palouse Conservation District Hiring for Finance and Administration Manager Job at Pullman, WA Full Time

The Finance and Administration Manager will provide overall financial leadership, management and oversight, including business planning, budget development, financial analysis, strategic thinking and sustainability planning for Palouse Conservation District. The Finance and Administration Manager is responsible for higher level HR functions. The Finance and Administration Manager reports to the Director (will report to the Senior Finance & Admin Manager through December 31, 2022) and provides administrative leadership by performing and managing multiple functions across the Finance and Admin Program to serve as a key adviser and coordinator of office management, finance, operations, grants/contracts, admin, and HR. This position will supervise the administrative/fiscal team. The Finance and Administration Manager ensures that all District financial, administrative, HR, and business operations are provided are in accordance with applicable local, state and federal laws, regulations and policies.

Required Qualifications

• Bachelor’s Degree in Accounting, Finance, Business, Public Administration or a related field. Qualifying experience may substitute year-for-year for the education requirement.
• Five (5) years of supervisory experience, office management, financial management, grant/contract/agreement review and administration, grant billing and reporting, budget development, HR oversight, and complex financial analyses.
• Demonstrated ability to research, analyze and interpret complex financial information to
• resolve issues and make recommendations; and initiate and implement process improvements.
• Proven success in organizational development.
• Demonstrated ability to manage the technical aspects of budget development, including: preparation and justification of the budget, financial modeling and analysis; and ability to interact effectively with program leads and staff by providing financial information to facilitate budget formulation and execution.
• Experience managing multiple, diverse issues.
• Ability to gather, interpret, and communicate financial data to technical (budget/finance background) and non-technical audiences.
• Experience in responding to audits and implementing financial, administrative, and policy changes.
• Ability to work independently and as part of a team.
• Demonstrated ability with multi-tasking and project management simultaneously in a dynamic environment while meeting deadlines and time constraints.
• Ability to build respectful and productive relationships with internal colleagues and external stakeholders.
• Demonstrated ability to develop policies and procedures; train staff on policies and ensure compliance.
• Demonstrated ability in problem solving and resolving conflicts.

Preferred Qualifications

• Certified Public Accountant, Certified Public Finance Officer, and/or Certified Governmental Financial Management.
• Advanced knowledge of grants management and public sector budgeting.
• Professional knowledge of policies and practices of conservation districts.
• Experience using federal and state funding to administer cost-share programs for natural resource conservation on private lands.
• Experience with BIAS/SBX software for financial and grants management.
• Proficiency with Smartsheet for collaboration and work management.
• Experience with WA BARS accounting system.

Job Type: Full-time

Pay: From $66,214.00 per year
