About the opportunity – The New Colombo Plan (NCP) is a signature initiative of the Australian government which aims to lift knowledge of the Indo Pacific in Australia by supporting undergraduates to study and undertake internships in the region. The NCP Program involves a scholarship program for study of up to one year and internships or mentorships, and a flexible mobility grants program for both short and longer-term study, internships, mentorships, practicums, research, and language training.

Palladium has been appointed by the Department of Foreign Affairs and Trade (DFAT) as the Service Provider to deliver the NCP Managed Administrative and Support Services (NCP MASS) which aims to provide an integrated suite of services to support the objectives of the NCP Program.

The Finance Officer is responsible for providing effective administrative and financial support services for the NCP MASS and Endeavour Leadership Programs respectively. Key responsibilities for the Finance Officer include but are not limited to:

• Providing financial and administrative support to program teams.
• Ensuring financial records are accurately maintained.
• Processing project accounts payable invoices and Payment Approval Forms (PAF).
• Preparing project accounts receivable invoices as directed by the program team.
• Providing budgeting and forecasting support to the Contract/Program Manager and Management Accountant.
• Assisting other members of the finance team as required, including providing back-up support when team members take leave.

Contract type: Part-time (0.5 FTE), fixed term until 30 June 2025

Essential

• A minimum of 3 years’ prior experience as a bookkeeper or accounts officer with commercial organisations.
• Strong computer skills with experience in MS Office and accounting packages.
• Experience in processing a high volume of transactions with accuracy and speed.
• Demonstrated ability to determine priorities, manage a varied workload and meet deadlines.
• Demonstrated ability to work both independently and as an effective team member.
• Strong attention to detail.
• Excellent written and verbal communication skills.
• Strong interpersonal skills and ability to foster and maintain effective relationships with staff, clients, and suppliers.

Desired

• Tertiary qualifications in accounting or bookkeeping.
• Experience with Microsoft Dynamics NAV or other ERPs.
• Experience in project accounting.
• Experience in dealing with foreign currency transactions.
