Oldham Clinical Commissioning Group (OCCG) is led by doctors, nurses and other health care professionals and its mission is to help promote a healthier Oldham. Each of the 39 GP practices in Oldham is a member and provides local health knowledge and experience. In this way, we can act together to provide services more effectively.

We plan, organise and purchase NHS funded health care for the people of Oldham, provided fairly to all of our residents. This includes hospital services, community health services (such as district nursing, health visiting and various therapies) and mental health services.

The CCG has a budget of £458 million to pay for the majority of health services in the area, ensuring an effective, high quality health service with access where and when you need it.

We are at an exciting point in our future and as such are looking to appoint two excellent candidates to the roles of Assistant Finance Manager – Primary Care and Assistant Finance Manager – Financial Accounts and Projects

These exciting opportunities have arisen for ambitious proactive individuals with a CCAB or CIMA professional accountancy qualification and a successful track record (we will consider part qualified combined with relevant experience). The role would suit a candidate who wants to play a pivotal role within a dynamic finance team.

It is the policy of the NHS Oldham Clinical Commissioning Group’s (CCG) Finance team to rotate staff between its finance teams in order to give staff valuable experience and ensure resilience of service delivery and allow for succession planning. The relevant finance teams are Financial Accounts, Contract Finance (either Mental Health or Acute/Community) and Primary Care Finance. It is expected that rotations will be approximately every 2 years, depending on experience and organisational requirements.

Greater Manchester Integrated Care Board (ICB)

In February 2021 the Government announced a number of new measures as part of a proposed Health and Care Bill, including the creation of statutory Integrated Care Systems(ICSs).

In Greater Manchester we have been working as an ICS for the last five years – with strong working partnerships between health and social care and the voluntary sector. The creation of a statutory ICS will formalise the arrangements we have in place and mark another positive step in our journey, which started with the health and care devolution deal in 2015. The statutory ICS will include a new ICS NHS Body and Health and Care Partnership Board.

From July 2022 (subject to national legislative approval) the commissioning duties of Clinical Commissioning Groups (CCGs), including their functions and roles, will transfer to be delivered as part of the new Greater Manchester ICS NHS Body. This will mean that functions and roles may be delivered differently in the future, with place based and Greater Manchester-level teams working alongside each other.

The post holder will be responsible for providing a wide range of accounting and administrative support across all areas of responsibility.

The post holders will be expected to support their managers to deliver the leadership and output required by their respective teams, including:

• acting as a role model and demonstrating required behaviours;
• focusing on delivery;
• having a clear understanding of how key areas of work support the CCG’s strategic objectives;
• deputising for their manager in their absence, including attendance at both internal and external meetings;
• leading and engaging teams to champion a customer-focused approach and the delivery of high-quality outputs that respond to the needs of both internal and external customers;
• embedding commercial and business-like principles throughout the organisation, which ensures delivery of required outcomes in the most efficient and effective way;
• being accountable for enabling resources within the Finance team to support matrix working to deliver broader project and programme objectives;
• preparing to undertake and complete tasks outside of their job description as required in response to business demands; and
• ensuring that the CCG’s internal processes and procedures are followed.
