Ofgem (the Office of Gas and Electricity Markets) is Great Britain’s independent energy regulator, stamping out bad practice, encouraging competition and fostering innovation. This role has been created to support a far-reaching Transformation Programme that will underpin new ways of working, including flexible deployment & professions, our HR systems and data will be key to this success With the road map not fully in place, there’s lots of scope to innovate. We’ll look for you to understand needs, develop the systems and processes and champion the importance of the Programme to all.
In essence, you’ll work collaboratively with Head of HR Operations and the wider People & Estates teams to deliver a compliant and flexible HR Systems and Data service across work area and the wider organisation whilst embedding a culture of compliance across the organisation for data accuracy and reporting efficiency to support the effective implementation of our flexible resourcing and professions model

CIPD-qualified (or equivalent), you’ll have a thorough understanding of developing and implementing of HR Systems and Data strategies, plans, policies and procedures , and be used to building strong ties with senior stakeholders

Job description
- Lead a multi-disciplinary team, provide inclusive team leadership by supporting and developing team members
- Accountable for agreeing, managing and delivering budget and resource requirements.
- Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics on time and to a high standard through effective project management
- Responsible for building and supporting the wider Ofgem teams including effective scoping of work and setting of clear responsibilities.
Responsibilities
- Lead the delivery of a professional, client-centred HR Systems and Data service to meet the needs of the organisation – managing a dedicated team to deliver HR systems and data across allocated Professions and Directorates.
- Supporting the Heads of on the development of the strategic and operational People Operations function and other project-based responsibilities to meet required deadlines and objectives.
- Accountable for the delivery of HR Systems and Data services that are compliant against Ofgem policy, statutory obligations and wider Civil Service duties.
- Member of the People Operations leadership team, deputising for the Workstream manager when required – collaborating with P&E colleagues to support the objectives of the wider team as required.
- Collaborate closely with key stakeholders (across P&E, Finance, Comms and the business) to manage interdependencies, risks and resourcing to support portfolio delivery.
- Responsible for the development of the service area with continuous improvement in HR Systems and Data activity, recommending change in line with statutory legislative changes, industry best practice and market trends.
