Oakland Community Health Network Hiring for Manager of Recipient Rights Full Time

The Manager of the Office of Recipient Rights (ORR) is responsible for managing the activities of the Oakland Community Health Network’s (OCHN) ORR Team to meet conformance to the Michigan Mental Health Code and Administrative Rules as it applies to individuals receiving public behavioral health services in Oakland County. Through various activities, the ORR is responsible for protecting the rights of individuals receiving public behavioral health services.

Essential Functions

• Manage and oversee the day-to-day operations of the ORR Team.
• Manage and oversee the rights system requirements and processes to ensure compliance with Michigan Mental Health Code and Administrative Rules and all other applicable laws, contract requirements, policies, or guidelines.
• Provide supervision and consultation to the ORR staff.
• Review and approve all Rights investigative s and conformance to all documentation standards.
• Complete all required s and audits as required [MDHHS, OCHN, etc.].
• Provide consultation to the provider network and OCHN staff as needed.
• Attend and serve as liaison to the Recipient Rights Advisory Committee [RRAC]
• Coordinate with OCHN Managers / Directors to ensure that Customer Services employees participate in workgroups and committees.

Education:

• Bachelor’s degree in relevant discipline required.
• Master’s degree in relevant discipline preferred.

Training Requirements (licenses, programs, or certificates)

• Successful completion of the State MDHHS ORR training courses is required to work in this position

Experience

• 7-9 years’ experience.
• Demonstrated work experience in conducting investigations and related writing in one or more settings.
• 3-4 years of large team supervision experience, including remote workers’ oversight.
• Minimum of 5 years experience in behavioral health services encompassing several different behavioral health programs.
• Experience in departmental or similar program operations and oversight.
• Have or can achieve conformance to state training requirements for Office of Recipient Rights staff.
• Effective communication skills, writing skills, and process management experience.
• Experience with policy/procedure/protocol/guideline development and writing.

Preferred Experience:

• Demonstrated understanding of key individual rights legislation such as the Americans with Disabilities Act (ADA), the Health Insurance Portability and Accountability Act (HIPAA), the Civil Rights Act and Amendments, and others.
• Effective understanding of legal issues affecting persons with disabilities, such as plenary and partial guardianship, durable power of attorney, etc.

• Practical understanding of forensic, motivational, and other interviewing skills needed to conduct effective investigations.
• Effective public speaking and training skills with evidence of external education in this area.
• Excellent understanding of the training and continuing education requirements for Recipient Rights staff.
• Ability to mentor/coach others in the oversight of complex systems.
• Ability to express/convert complex procedures/processes into educational/ training opportunities.

• Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
• Must be available for meetings and events which may occur outside of standard office hours.
