Primary objective

Provide strategic leadership, management, direction and advice in the development and implementation of Budget and Finance

Management strategies, policies and procedures to the Tri-services of the Agency and to the Commissioner of Police.

Context Statement

The Northern Territory Police, Fire and Emergency Services (NTPFES) is a complex Tri-service organisation working in partnership

with the community to ensure a safe and resilient Northern Territory. The Tri-service was formally created in 1983 and provides

policing, fire, rescue and emergency services to communities in an area totalling 1,349,129 square kilometres.

Key Duties and Responsibilities

• Provide high quality support services to the organisation in the areas of budget management, financial management and

reporting, tax management and supply management.

• Develop and implement strategic and operational policies, strategies and procedures for budget and financial management

that are consistent with corporate objectives.

• Ensure finance management within the agency is in accordance with Financial Management Act.
• Represent agency at national finance and supply workshops.
• Develop and implement the agencies’ global budget to enable corporate goals are achieved through budget control.
• Provide high quality advice on tax management issues including the review of business processes to ensure compliance.
• Provide financial information to central agencies and outside organisations such as NT Treasury, the Commonwealth Grants

Commission and the Productivity Commission.

• Provide assistance with financial information for agency submissions for specific projects including Capital Works, Minor

New Works, Repairs and Maintenance, and Major Appliances Programs.

Selection Criteria

Essential:
1. Demonstrated extensive senior management experience in strategic budget and financial policy roles and understanding of

strategic finance planning, principles and performance monitoring to drive continuous improvement, innovation and

accountability.

2. Extensive knowledge of contemporary budget and financial management principles and standards and in the context of

organisational fiscal efficiency.

3. Highly effective oral and written communication and interpersonal skills with well-developed negotiation skills and capability

to undertake complex budget negotiations and influence fiscal restraint through effective collaboration and partnerships.

4. Proven experience to ensure the accountability and compliance requirements for Fringe Benefit Tax (FBT), Goods and Service

Tax (GST), Pay as You Go (PAYG) and other tax reform issues are in accordance with the current legislation.

5. Extensive experience in providing departmental financial responses to internal and external stakeholders including high level

of conceptual thinking, analytical and problem solving skills.

6. Demonstrated ability to develop and manage relationships with internal and external stakeholders, interact effectively with

people of diverse cultures and manage staff through effective team work, collaboration and partnerships.

Desirable

1. Tertiary qualifications in Finance/Accounting or similar.
