Background

The Health Professional Councils Authority (HPCA) is an executive agency of the NSW Ministry of Health. We play an important role in protecting the health and safety of the public by supporting the 15 NSW Health Professional Councils in managing complaints about NSW health practitioners.

What you’ll be doing

An exciting full-time ongoing opportunity currently exists for an experienced, hardworking and dedicated Finance Analyst to join the HPCA’s Finance team. The Finance Analyst undertakes a range of financial and accounting activities and maintains financial systems as required. The role is required to comply with accounting standards, and ensuring accuracy and timeliness of monthly and statutory financial statements for the NSW Health Professional Councils.

The successful candidate will be responsible for:

• Processing financial accounting entries in line with Australian Accounting Standards and Treasury requirements. This includes assisting with the preparation of FBT returns, BAS and other compliance requirements and ensuring the proper application of the cost allocation methodology in a multi-entity environment.
• Assisting in the timely month end reconciliations including bank account, financial accounting and month end financial processes including accruals (salary and non-salary) and depreciation, ensuring appropriate management controls in month end financial processes. Support the production of month-end, statutory early close and year-end financial statements to a high quality and within the required timeframes.
• Providing the “Gatekeeping/Single Point of Contact” role within iProcurement Oracle R12 (or other finance system) to ensure compliance with audit requirements. This involves developing and maintaining effective relationships with the business and HealthShare NSW Service Centre Westmead.
• Assisting the external and internal audit processes during the course of the year. Implementing audit recommendations and other improvements in financial practices and processes, including the development and/or revision of financial accounting policy and procedures manuals, and involvement in system and process improvements and user training.
• Assisting in managing cash and treasury function to ensure the accounts payable and receivables operate within the trading terms, and liquidity of HPCA and NSW Health Professional Councils including monitoring of cash holdings and receivables
• Contributing to the provision of technical advice on accounting and financial matters, including the preparation of less complex accounting position papers, and explaining technical information to non-finance stakeholders.
• Preparing quality correspondence, reports, submissions and briefs, analysis and financial modelling.

Essential Requirements:

• Relevant tertiary qualification in a financial or accounting discipline and/or equivalent experience, and demonstrated commitment to ongoing professional development.
• Experience and understanding of accounting functions and application of accounting standards
• Experience in preparing month end and year-end financial statements, preferably in a multi-entity environment with cost allocations and in dealing with an outsourced service provider.
