We are looking for an experienced Finance Officer to join the Budgeting and Accounting Team here at Norfolk County Council, and play a key role in helping to deliver a first class budgeting and accounting service across the organisation.
Norfolk County Council are the main local authority for Norfolk providing services countywide to Norfolk residents. We take a lead in critical policy areas, and we work in partnership with local businesses, voluntary organisations and other local authorities in order to provide the people of Norfolk with excellent services.
Our Budgeting and Accounting Team are a critical part of our organisation, providing support across the breadth of our services to ensure that we’re accountable as a council, and that taxpayers are receiving the best possible value for money. Working in a large and complex environment currently going through a significant period of transformational change, you’ll be part of a talented, proactive team that makes a real difference and is able to support the continual evolution and long term objectives of the council.
The core focus of the role is to work closely with our services to support day to day budgeting and accounting requirements, as well as working on a range of transformational change projects. As a local authority, we are accountable to our tax payers and it’s critical that we are able to maintain a high standard of professional accounting, and that our finances and budgets are transparent and accurate.
The role is temporary until 31st December 2022 to provide maternity cover and will be expected to support Adult Social Services.
You will be an experienced part-qualified accountant with excellent communication skills, able to demonstrate sound financial judgement, able to plan and prioritise effectively, and be able to build constructive working relationships with both financial and non-financial individuals at all levels. You will be expected to provide assistance in developing and maintaining financial systems, work in accordance with accounting standards, and support and challenge Budget Managers as they manage their services and provide outturn forecasts. You will also be required to provide trend analysis of financial and non-financial information, close the accounts within a given specialism, and manage and support Senior Finance Assistants within the team.

We anticipate that working remotely will be a key feature of this role and when offices re-open your office base will be County Hall, Norwich.
