The Strategic HR Business Partner work closely with council officers and exec to help resolve business problems, identifying opportunities to improve organisational outcomes by using people resources more effectively and efficiently.
Commissioning new work within the HR Centre of Expertise in response to the needs of the business.
Building organisational and people capability in the relevant business area and using the insight gained to inform longer term resource
Influencing and supporting our culture, transformation and people programmes across the council being a key participant to the shaping and delivery of these
The key aspects of the role include:
Providing business specific strategic and consultative services and advice related to the people and change related issues impacting their business areas.
Managing the “pipeline” of resources and capability for specific parts of the business.
Owning and leading on the implementation of the Council’s People Strategy within the relevant functional area, working in close collaboration with the client teams
In partnership creating a people plan that is focused on delivering best in class people metrics and a great and productive place to work
Building organisational and people capability and using the insight gained from working with the client base to inform longer term resource and talent management planning.
Gathering and sharing intelligence on effective people management practices and identify where improvements need to be made, so that HR services are continually improved.
Being a valued advisor to your client base on implementing change and transformation. Providing guidance and insight that is risk based and sensitive to the employee relations context. Helping and coaching Directorate Teams to deliver complex organisational change.
Challenging senior leaders to implement a performance driven culture and modernise the organisation’s working practices and not merely to accept the established status quo.
Acting as a talent broker ensuring movement of talent to build individual and organisation capability. Challenging leadership colleagues to consider talent as a corporate-wide resource to ensure identified talent is exposed to an appropriately diverse set of development challenges across the organisation.
Maintaining an external focus to identify external trends and anticipate potential impacts on the Council. Using benchmarking with a view to identifying sector wide best practice,

The successful candidate will have:
Experience of operating on peer to peer basis up to Corporate Director level – providing guidance, insight and advice across a broad range of business and change issues – not just those that are HR led.
Energy and enthusiasm for changes and new ways of working with the ability to challenge the status quo through the use of initiative, creativity and innovative thinking.
Ability to properly assess and anticipate risk and escalate as needed.
An ability to recognise key dependencies and inter-dependencies within and across core HR activities.
Able to grasp and interpret business strategy and the impact it has on the people capacity and capability requirements for an organisation.
Personal credibility and the ability to provide strong leadership, motivation and direction.
Experience of advising, leading and negotiating at the executive level in relation to workforce management i.e. planning, HR processes, financial issues and communication with staff.
Experience of using statistical and financial information in relation to business performance to influence strategic management decisions.
A proven track record of managing high profile programmes of work; using risk management appropriately and planning and developing relationships with key stakeholders. Managing links and dependencies between complex and interrelated issues.
Using consultancy skills and techniques that include: analysing, diagnosing, influencing and facilitation skills to identify opportunities for change to improve efficiency, effectiveness and performance.
Exceptional time management and organisational skills and the ability to manage conflicting demands, resulting in timely, cost effective delivery of desired outcomes.
Proven oral and written communication skills that can adapt to different audiences, including the most senior internal and external stakeholders.
Experience of environmental scanning to identify opportunities and threats for the business group.
Strong team player who can work collaboratively across the HR&OD function
CIPD qualified (or similar accreditation) or relevant experience.
The ideal candidate will also have experience of working in a corporate commissioning and shared service operating environment.

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock.
