Description of Position:
Instructors at the National Security Agency employ the latest principles of adult learning and analysis to design, develop and deliver platform training (including video, directed studies, and immersions), and/or web-based training for beginning through advanced level analysis.
English Instructors/Developers are responsible for developing and delivering content. The Agency needs English Instructors who are interested in keeping up with best practices in instruction and identifying new materials to support the NSA workforce. In addition to the creative work of creating classes and teaching them, English Instructors/Developers have administrative duties to support the program. They collect training requirements and develop and implement strategies to fulfill them, including managing contracts. They recruit subject matter experts to contribute to course development and instruction. They attend to the administrative duties, policies, and processes.
The English Instructor/Developer will be able to divide their time between buildings for customer engagement. Some telework will be available. There will be opportunities for travel across the Enterprise and to professional conferences. We are also interested in conducting research and participating in dialogue and events across the larger academic community.
Specific duties may include, but are not limited to:
– Develop and deliver courses that strengthen professional communication skills across the Agency. Provide support to other programs as needed.
– Support development, documentation, facilitation, and instruction of training events.
– Willingness to help as a Contracting Officer Representative (COR) and a Classification Advisory Officer (CAO).
– Recruit and train adjunct instructors.
– Proactively develop harmonious relationships across the Enterprise, the Intelligence Community, and the academic community to gather materials to support programs and to identify guest speakers to support instructor development.
– Presence at NSA for customer outreach and enhancing working relationships. Act as a link between the school and customers across the Enterprise.
– Identify and socialize relevant research to support learning for students and best practices for instructors.
– Collaborate with others on a wide variety of projects beyond the English program. Represent the Division at meetings and briefings.
– Prepare employees to accomplish mission requirements by transferring subject matter expertise through the delivery of formal and informal training. Produce supplemental training materials. Evaluate learners and provide feedback on learning performance. Make recommendations for modifying course content or delivery as needed.

Qualifications
The qualifications listed are the minimum acceptable to be considered for the position.
Degree must be in Education, Curriculum Development, or a related field, or in the relevant subject matter (e.g., Mathematics for a Mathematics instructor).
Relevant experience must be in designing, developing, presenting, and/or evaluating training and development content in a subject matter related to the position in which the candidate is applying; including some experience conducting formal (Senior & Expert Level) or formal/informal instruction (e.g., on-the-job) (Full Performance Level).
FULL PERFORMANCE
Entry is with a Bachelor’s degree plus 3 years of relevant experience, or a Master’s degree plus 1 year of relevant experience, or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate’s degree plus 5 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
SENIOR
Entry is with a Bachelor’s degree plus 6 years of relevant experience, or a Master’s degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience, or an Associate’s degree plus 8 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
EXPERT
Entry is with a Bachelor’s degree plus 9 years of relevant experience, or a Master’s degree plus 7 years of relevant experience, or a Doctoral degree plus 5 years of relevant experience. A high school diploma or GED plus 13 years of relevant experience, or an Associate’s degree plus 11 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
Competencies
– Teaching adult English language education (formal or informal); identifying and using authentic materials to support objectives; assessing student performance; instructional systems design (ISD); development and teaching using blended learning; and evaluation of training/development content. Some of the experience may be language-related in an area directly related to NSA mission.
– Experience in training technologies such as e-learning, learning management systems, experience in delivering formal training, experience in training curricula, and experience in designing, developing, documenting and maintaining training courses.
– Design and develop tests (for example, language and math proficiency tests).
– Administer and score tests.
– Evaluate and provide feedback on test performance.
– Participate in needs assessments for training and development.
– Design, develop, document, and maintain training courses, interventions, or employee development programs.
– Develop training curricula (for example, content, learning objectives).
– Implement training technologies (for example, e-learning, learning management systems).
– Produce training materials (for example, handouts, presentation slides, online course materials).
– Deliver formal training.
– Evaluate training (e.g., courses, methods, materials, content, and assessments).
– Participate in curriculum audits.
– Handle day-to-day activities associated with implementation of learning events, interventions, and employee development programs (for example, schedule activities, coordinate or provide feedback to participants).
– Applying instructional methods and techniques used in adult education.
– Applying theories concerning learning and human development specific to instructional activities.
– Developing and communicating clear standards for conduct in the classroom.
– Organizing and administering effective learning activities in the classroom.
– Applying effective time management principles in the classroom.
– Exhibiting professionalism in the classroom.
– Monitoring student behavior and responding to misconduct.
– Ensuring curricula and content are current and relevant.
– Planning for and executing curricula to address needs and satisfy customer requirements.
– Assessing the need for, designing, developing and administering evaluations of education, training, and development programs and analyzing results.
– Educating, training, or teaching the workforce using a variety of delivery methods (e.g., lectures, demonstrations, discussions, technology, on-the-job training).
– Applying standardized, objective criteria in evaluating student performance.
– Providing instructional feedback to students.
– Arranging information and materials in a useful manner.
– Translating and transferring relevant theories, research findings, and recommendations into practical applications that improve education, training, and development programs and processes.
Pay, Benefits, & Work Schedule
Salary offers are based on candidates’ education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.
Salary Range: $74,950 – $176,300 (Full Performance/Senior/Expert) NSA Maryland location
Work Schedule: Monday – Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible).
