JOB SUMMARY
Under the supervision of the Chief Information Officer, the s Developer will have the opportunity to assist with the creation of a new applications team at Monterey-Salinas Transit, with the goal of providing easily understandable and actionable datasets in the form of s, dashboards, and presentation-ready informational summaries.

Projects may vary from providing education and assistance to internal staff in their efforts to self-generate simple s of their own to larger projects using multiple datasets from both internal and external systems requiring the coordination of additional development resources. These s and datasets may have high visibility with the Monterey-Salinas Transit Board, external agencies, and the public. This a role that, for the right candidate, presents a high-potential opportunity to establish oneself as a key Subject Matter Expert as MST builds and matures their Data Intelligence Needs in a dynamic and innovative Public Transit Agency that is seeking to begin a number of potentially transformative I.T. initiatives over the next several years.

ESSENTIAL FUNCTIONS
The s Developer will possess the ability to programmatically obtain information from multiple data sources, using both standard and vendor-specific APIs and interfaces to generate intelligence and s that productively further the mission of MST. They will collaborate with MST staff and other organizations in the development of business requirements and associated technical requirements and design documentation, as well as take the initiative to make recommendations towards the development of new code and the reuse of existing code, leveraging mainstream coding languages on platforms such as Microsoft Visual Studio, Microsoft 365, Dynamics 365, and related Azure platforms; Salesforce Tableau, Square, NeoGov, as well as custom and open source Public Transit data systems and applications.

KNOWLEDGE, SKILLS, and ABILITIES

The ideal candidate will possess a demonstratable skill set in development methodologies. They will be able to review and write database queries, stored procedures and views using contemporary database tools, APIs, languages, and scripts. They will have very strong conceptual, analytical, judgmental, and communications abilities and will be able to apply their knowledge to current technology solutions for enterprise on-premise and cloud database and ing systems.

MINIMUM QUALIFICATIONS & REQUIREMENTS
Requires an associate degree or an equivalent level of education, as well as two years of progressively responsible software development experience in a public or private organization; or a U.S. Federal Agency.

Monterey-Salinas Transit is a public agency focused on directly supporting and servicing the needs of our community in Monterey County, California. As such, while this role will provide for a flexible, hybrid working environment, candidates will need to make a commitment to relocating to the Monterey County area as well as being able to travel to our various facilities throughout the region.

Valid California-Class C Driver’s License, or ability to obtain one. Proof of COVID vaccination.
PREFERRED QUALIFICATIONS & REQUIREMENTS
A bachelor’s degree or an equivalent level of education, as well as four years of progressively responsible software development experience in a public or private organization; or a U.S. Federal Agency.

A combination of relevant certifications obtained or maintained in the last 5 years that would demonstrate the expertise needed to accomplish the Essential Functions and Basic Duties.

Also considered advantageous to this role would be verifiable professional experience working in a federal, state, or local regulatory environment, current or former experience working in a public transit agency, and experience with unions in the workplace.
