Evaluation Officer

Under the guidance and supervision of the Director of Evaluation, the Evaluation Officer will support the effective and efficient implementation and management of program monitoring and evaluation strategies. The incumbent will implement monitoring strategies across Mitacs programs and design effective, regular reports that meet monitoring and evaluation needs. The incumbent will also work with the Policy team to ensure reports and proposals to stakeholders are properly informed. Additionally, the incumbent will work with the Director of Evaluation to adapt and evolve strategies to improve evaluation of program outcomes.

Key Responsibilities*

Under the guidance of the Director of Evaluation, support implementation of the Mitacs Evaluation Strategy for monitoring of Mitacs programs, the Evaluation Officer will:

• Develop, administer and analyze on-line surveys used for measuring outcomes of programs;
• Develop regular evaluation reports and/or summaries, as well as support ad hoc needs from the Board, senior management or at the request of the Director of Evaluation;
• Manage and/or work on more complex, special ad hoc projects, including those required for provincial governments;
• Work with the Policy team in the preparation of reports and proposals to ensure outcomes and impacts are effectively and consistently communicated to stakeholders;
• Employ effective and efficient reporting tools with IT for easy retrieval/communication of data;
• Contribute to policy development and discussion internally and externally to advance the Mitacs model of program evaluation.

Training

• A minimum of a Bachelor’s degree with specialization in sociology, evaluation, economics, statistics or a related field.

Experience

• A minimum of two (2) years of experience in leading program evaluations in all phases of evaluation (planning, methodological design [including tool development], collecting and analyzing quantitative and qualitative data, developing recommendations and reporting).
• Significant experience in using qualitative and quantitative research methods and analysis techniques for evaluation and presenting evaluation information to a variety of target groups.
• Significant experience in developing recommendations and providing evaluation advice to key stakeholders including senior management.

Required Skills

• Software skills including knowledge of Microsoft Office products (Word, Excel, Access), statistical software (ex. SPSS), online survey tools (ex. SimpleSurvey), data and visualization tools (ex. SQL, Tableau, Power BI)
• Robust analytical and data management skills
• Strong critical thinking skills
• Exceptional ability to work independently, including remotely
• Excellent writing and communication skills, and ability to document succinctly for internal and external audiences
• Demonstrated ability to work within teams and to meet tight deadlines
• Intermediate bilingualism (English and French) is an asset
