The role of the Support Officer (SO) is pivotal to the smooth operation of the Universities Department and its function to deliver training and Welfare and Duty of Care to over 1000 University Undergraduates and Foundation Medical Students.

The Support Officer forms part of the headquarters staff of the Universities Department and is responsible for providing administrative, financial, and logistical support to enable the department to operate efficiently, effectively and economically in accordance with regulations, policy and directives.

This position is advertised at 37 hours per week

The Support Officer oversees the day-to-day control of the financial and administrative processes and to underpin smooth operational running of the department on behalf of Commander Universities (Cdr U). Specifically, they will:

• Oversee and control the financial conduct of the Universities Department and to effectively manage the budgets allocated to the department in respect of Reserve Service Days (RSD), Travel and Subsistence (T&S) and Miscellaneous Accounting and Finance (MAF).

• Be the Line Manager (LM) and First Reporting Officer (1RO) for two E1 Administration Officers (AOs).

• Provide advice and input as required to meet Commander Universities administrative requests.

• Control check administrative and financial records and provide advice to allow for the efficient and cost effective use of training resources.

• Act as the department’s Authorised Demanding Officer (ADO) in relation to Motor Transport.

• Attend departmental meetings as a member of the senior staff.

• To act as the electronic Procurement Card (ePC) Manager for the department and to advise on the low value purchasing of non-catalogue items.

• To facilitate payment of invoices.

• Liaise with Navy Infrastructure on departmental matters, ensuring a fit for purpose training estate.

Budget Manager. Manage the annual RSD and MAF (including T&S) allocations in accordance with the departmental delegation. Supervise and monitor the RSD budget, liaising with BRNC Finance regarding the financial forecast for the year. Maintain locally created databases to monitor and ensure that unit RSDs are expended within allocation in the most effective manner. Scrutinise and authorise all headquarters staff official travel and subsistence requests and monitor expenditure within budgetary constraints. Scrutinise discrepancies of pay and payments monthly and provide a live forecast to the headquarters. Ensure all financial reports are submitted to BRNC Finance on timely basis.

ePC Manager. Co-ordinate the issuing of ePCs and ensure that URNUs are operating them iaw corporate governance direction. Reconcile all ePC returns and advise ePC holders on the process and procurement of goods.

Motor Transport Officer. Act as the ADO for the department, disseminating direction and guidance as issued by Navy Command. Conduct checks on individual unit’s Motor Transport (MT) Standing Orders, approve all maintenance on department vehicles and ensure that URNU Coxswains, as local MTOs, have completed the MT Supervisor Course and are trained on Clarity Console.

Line Management and General Responsibilities. Reporting officer for two E1s. Facilitate development of staff in accordance with extant policy and guidelines. Build constructive working relationships with BRNC colleagues to help support the delivery of wider Defence and Royal Navy outputs. Maximize the use of resources (including time) and promote the highest standards of behaviour, including through being inclusive and encouraging diversity.
