Due to the Covid-19 pandemic most employees are currently working from home; as these restrictions ease the post holder may be expected to work a combination of home working and from the office location in Gosport. This requirement will be further detailed and discussed during the interview process. All employees will be provided with IT equipment to facilitate remote working.

DBS provide critical services for pay, pension and personnel to customers who include military personnel, civilians and veterans. Delivery is through a mixture of in-house and outsourced provision which is currently subject to a major transformation programme, through the Military Personnel and Veterans Service Delivery Contract. An exciting opportunity has arisen for a dynamic individual to fill this role of Operational Assurance Analyst. This role is critical to assuring the operational delivery of the ICT used to deliver services to the Military and Veterans communities as the multi-million-pound portfolio of business and technology transformation is delivered.

This position is advertised at 37 hours per week

Working closely with the Operational Assurance Manager, you will be responsible for ensuring the IT services used in the delivery of Military HR meets operational requirements, enabling the very best services for our Military and Veteran communities.

As the Operational Assurance Analyst you will be an integral part of a multi-disciplinary team working alongside the prime contractor to ensure operational, business and contractual requirements are being met.

You will be reviewing and engaging with both internal and external change projects to help ensure any risk to BAU operations and business outputs are mitigated, assuring all services are fit for purpose including aligning with Government and MOD policy.

You will be fundamental in monitoring technology roadmaps and ensuring all software and hardware meet Evergreen contractual requirements as the complex MilPers&Vets IT estate moves towards Cloud based platforms and products, including Oracle Cloud.

You will be expected to work with MOD (Civilian, Military and contractor) staff as well as with the prime contractor in monitoring the performance against a range of ITIL processes including Incident, Problem, Event and Availability Management to identify any issues and ensure where opportunities to improve the service exist they are identified.

We are looking for a self-motivated and competent IT professional with a broad range of knowledge and experience to fulfil this Digital, Data and Technology (DDAT) IT Service Manager role, who has experience in all aspects of the field gained through working across a sizeable application landscape.

Technical ICT Knowledge

• Be able to demonstrate a technical understanding of Enterprise Solutions based on technology such as Oracle RDBMS, ODI, WebLogic and particularly Oracle E-Business Suite 12 and cloud technologies

ITIL V3 or V4 Service Design and Service Operation life cycles stages

• Be able to demonstrate experience of the ITIL V3 or V4 processes within the Service Design and Service Operation life cycles stages

Responsibilities

• Working with the prime supplier and other stakeholders ensure that risk to business output from potential impacts to the ICT are mitigated while through oversight of the ITIL processes identify and report potential operational service improvements opertunities.

• Working with the prime supplier ensure all Non-Functional Requirements (NFR’s) for the services are met and all ICT assets (including hardware, software, licences and support arrangements) are managed, registered and maintained.

• Working with the Architecture Teams to monitor technical roadmaps to ensure contractual compliance is maintained while reviewing changes to the services for any potential impact on future service operations.

• Working with the MOD Defence Digital Case Officer ensure all MilPers&Vets IT services obtain and maintain the correct approvals along with meeting MOD and Government ICT Policy and legislation.

• Working with the Test Teams to ensure all MilPers&Vets applications are successfully integrated and tested against MOD supplied IT services, resulting from both change to the services and end user systems.

• Working with the Security Teams to ensure system security is maintained while threats are identified and mitigated.

• Working with the Business Continuity and Disaster Recovery (BC/DR) Team to ensure service outputs can be maintained in the event of unplanned service disruption.

• Manage and coordinate the collation and return of the Annual Sustainability Report on behalf of MilPers&Vets.
