There are 3 posts in this campaign. One post sits within our HQ team, the other posts sit within two of our most exciting and ‘high-profile’ Delivery Teams.

Defence Digital are in the process of implementing a significant transformation programme and as part of the finance leadership you will be expected to deliver across a wide range of financial management activities including Financial Governance, Financial Accounting, Financial Management (IYM and Planning Round), Project Accounting services and Financial Assurance.

The Defence Digital HQ oversees the provision of high quality support to the Defence Digital organisation which has an annual Equipment Plan budget of £2.6Bn and an Operating Budget of £360M. This is expected to grow in the coming years and Defence continues to invest in this critical capability delivery.

The other posts sit in two of our most exciting and ‘high-profile’ Delivery Teams. The Security Infrastructure Team (SyInfra) is responsible for the provision of Defensive Cyber and Cryptographic capabilities and services. Sy Infra are in the process of implementing a significant transformation programme alongside new Cyber capabilities agreed as part of the recent Integrated Review.

New Style of IT (NSOIT) deliverers a modern communication and collaboration platform with information sharing and functionality to Defence users across the entire Defence Estates (including overseas) at multiple security classifications. It is responsible for the development, procurement and delivery of the MOD’s core ICT capability. The portfolio includes some of the largest most complex ICT projects in Europe and are included in the Government Major Projects Portfolio (GMPP) portfolio. The scope of the BASE services touches every single member of the MOD and the Armed Forces with a level of senior interest that is commensurate. The scope is truly global, the technology is cutting edge and its importance is critical to the national interest. Delivery of the BASE Portfolio is challenging, but incredibly rewarding. You will be joining a close knit and dedicated team that works collaboratively and supports each other.

These roles will need candidates who are able to work positively in a high-pressure environment. In addition to the finance management activities described above the team are looking for business partners to work collaboratively with the project and commercial teams to define, run and evaluate competitions for a number of high value procurements as well as leading the approvals of the complex and frequent business cases which are given the highest priority in Defence.

Responsibilities

The Band B roles in Defence Digital Finance are pivotal roles and in addition to the usual financial management responsibilities such as IYM and multi-year planning there is a requirement to:

• perform under pressure and able to provide good quality, written or verbal, advice and support;
• ability to write and/or assure various business cases;
• provide strategic financial support and analysis to Defence Digital Change Management projects.
• responsible for all financial assurance for all cases presented to Strategic Command and Departmental Scrutiny Boards and to work with stakeholders on financial information including Cost Models and Investment Appraisals
• lead delivery of a robust compliance and governance framework including discharge of effective financial reporting and audit requirements, Value for Money (VFM) and affordability scrutiny within delegated authority; and
• effectively manage resources within area of responsibility to deliver VFM.

Additional Allowance Information:

In line with the MOD pay allowances table those staff who are CCAB qualified accountants (or equivalent) will receive an accountancy recruitment & retention allowance of £3,000 p.a.

Defence Digital operates an organisation model in which every individual belongs to a Government Profession. The successful applicant will be posted into one of the defined Government Professions on Standard Terms of Reference for the grade. Defence Digital reserves the right to move individuals between roles, within their allocated profession, to meet the needs of the business and in support of agile resourcing.

Defence Digital is currently going through a Transformation Programme which aims to ensure we have the right workforce, with the right skills to deliver the MOD’s Digital Strategy. As the programme progresses, Defence Digital staff may be required to undergo an assessment to understand and develop their upskilling needs to support the delivery of this strategy. This post may be impacted by Transformation as the programme progresses.

It is essential that you are a fully qualified accountant such as CIPFA, ACCA, ACMA, CIMA. Candidates will be asked to provide proof of membership of professional accounting organisation such as CIMA.
