An exciting opportunity has arisen for a qualified and experienced teacher to contribute to the work of the Overseas Education and Supportability Team based within Defence Children’s Services.

The Education Adviser provides support and professional guidance to parents who are preparing to post overseas or during on assignment overseas and in preparation for the return from the assignment. As a qualified and experienced teacher, the Overseas Education Adviser will manage complex casework and parental queries requiring professional advice appertaining to children’s education in an overseas location. The OEST Education Adviser reports to the Overseas Supportability Team Leader and works with the MASO/SCAN Coordinator to develop and manage processes and support for overseas supportability. The role will provide professional recommendations to Commands and parents regarding overseas supportability, including representing DCS in the educational MOD Assessment of Supportability (MASO) process and providing holistic professional advice for children with complex needs. The role includes the organisation and management of the Emerging Needs MASO process, for Service Families overseas.

This position is advertised at 37 hours per week.

This role sites within the Overseas Education & Supportability Team (DCS-SSS-OEST) based at Upavon and led by the SEO – Overseas Education & Supportability Team Leader. The team engages with service personnel and other entitled civilians who require advice and guidance about their children’s education during overseas tours; provides specialist advice and guidance in respect of children with SEND; and works with parents in preparation for return to the United Kingdom or transfer to another overseas location. This team are responsible for standard educational clearances for overseas locations; the co-ordination of the MOD Assessment of Supportability Overseas (MASO) process and the provision of advice, guidance; and evaluation of Elective Home Education for the children of service personnel and entitled civilians in overseas locations.

The key responsibilities and main duties are:

• To provide clear, accurate and professional information, advice and guidance regarding the education and supportability of Service Children overseas to parents, Commands and DCS.
• To provide line management to the Executive Officer, where appropriate
• To provide clear, accurate and professional information, advice and guidance regarding Service Children overseas to parents, Commands and DCS
• To maintain processes and oversight on behalf of DCS for the Emerging Needs MASO process.
• To maintain efficient records where their children have Emerging Needs identified overseas.
• Give educational input on individual cases when required so that decisions relating to Service Children’s education can be made. This will include providing Subject Matter Expert educational assessment of overseas casework.
• To have up-to-date knowledge of current educational process and statutory guidelines and how it applies to Service and other entitled families overseas.
• To deliver training or presentations to DCS colleagues and other stakeholders involved with Service children’s education.
• To work in partnership with a partner agencies, Commands and organisations in ensuring effective decision making around supportability.

Qualifications

The post holder will be required to hold the following qualifications:

• Recognised bachelor’s degree with Qualified Teacher Status (QTS)
• Have evidence of continual professional development at post graduate level.
• Postgraduate qualification or significant experience in Special Educational Needs and Disability/Additional Needs (desirable)

Knowledge and Experience

The post holder will be required to hold the following essential knowledge and experience:

• Have significant experience and expertise in teaching, supporting and advocating for children with Special Educational Needs and Disability/Additional needs in a wide variety of educational provision.
• Have experience and knowledge of local authority/broader education organisation working and working in an education focused multi-agency team.
• Good ICT skills, including proficient use Word
• Experience of working collaboratively and be able to support both parents and Team members effectively.
• Have an understanding of the requirements and risks of Elective Home Education.
• Be a senior experienced educationalist with knowledge of the school curriculum, Special educational Needs and Disability/Additional Needs and safeguarding, across a range of settings.
• Evidence and experience of managing conflict between different stakeholder where there may be different requirements and expectations
• The ability to challenge and negotiate requirements including excellent communication skills able to meet the requirements and demands of different stakeholders.
• Understand the demography and the context of Service children and their families.

Other Duties

The post holder may be expected to undertake other duties appropriate and commensurate with their grade and the roles and responsibilities of the post, as required by their line manager.
