The MMO values, of being Accountable, Innovative, Engaging and Inclusive guide the way we work and as a member of a small, agile HR team you will work to these values to lead on the delivery of the MMO People Plan. You will be the first point of contact for directors and managers in your business areas, contributing to the design of and delivery of a people and workforce strategy. You will ensure MMO has the most effective people profile to suit its business needs and champion the HR service offer, providing the right level of support to MMO business areas.
Key tasks, accountabilities and responsibilities
Personal performance
Contribute to the design of a fit for purpose MMO People Plan and strategy workforce plan (SWP)
Plan and manage own and others workload to ensure delivery of MMO People Plan and SWP
Work with Directors, guiding them on their people-related delegated authority and heading off employee relations issues before they escalate
Take responsibility for strategic and tactical plans for workforce development
Contribute to the development of L&D initiatives, delivering training where appropriate.
Work with Head of HR to shape the HR service offer so that it is fit for purpose.
Stakeholder Management
Work with MMO Directors to understand the business requirements
Develop and maintain business partner relationships with the organisation and directors
Provide subject matter expertise to ELT and the wider business
Ensure ELT are kept informed of the progress of all projects, including check in points
Work with Defra counterparts, Civil Service Community of Practice and HR Service Providers (such as SSCL or Government Recruitment Service etc) collaboratively.
Finance
Forecast budget requirements for own area and work with the Head of HR to ensure a business case for funding is created and submitted
Identify and utilise alternative funding streams to deliver the PP and SWP
Assist in the utilisation of L&D budget for organisational development.
People Management
Ensure all team member are equipped and skilled to be able to carry out their duties
Manage personal performance of your individual team member through scheduled performance reviews and regular 1:1s ensuring personal aspirations and discussed and supported as far as possible
Empower your team members to support their own teams’ performance
Work collaboratively with other senior case managers to share best practice and ensure consistent standards by providing feedback on case work quality checks
Ensure the organisational priorities are communicated and understood by your team and empower them to cascade this to their teams
Provide opportunities to develop resilience and support succession planning.
Continuous Improvement
Work closely with wider civil service to ensure best practise is applied to MMO HR products
Identify strengths, weaknesses and trends from people analytics to create and deliver tactical and strategic plans
Ensure that people related projects are landed effectively by using a strong comms plan

Role Criteria
Essential
CIPD Qualified (or equivalent) or over 5 years’ recent experience of working in a generalist or HR Business Partner role, ideally gained in a variety of sectors.
Knowledge of up to date industry best practice in generalist HR practices
Knowledge of current and upcoming employment legislation
Excellent experience of managing employee relations casework
Experience of developing and delivering learning and development initiatives
Extensive experience of delivering in the organisational design space
Excellent communication and listening skills
Proven influencing and negotiating skills
Ability to join a senior leadership cohort and build and maintain relationships at senior, executive and board level
Experience of acting as a trusted advisor to executive teams
Proven technical HR skills
Desirable
Job Evaluation qualification and experience of applying JEGS in the workplace
Experience of line managing people
Civil Service or Public Service experience
