Lincolnshire Clinical Commissioning Group Hiring for Finance Officer Job at Sleaford, England Full Time

The role will work within the finance team for Mental Health, Learning Disabilities and Autism supporting the financial planning, monitoring and reporting requirements of the team. This role will predominately support the analysis of data for complex mental health placements in independent hospitals and other activity. The role will work closely with other teams within the CCG and will need to be able to build effective relationships to support this. This role will also support the reporting of activity and finance information to internal budget holders and stakeholders as well as external organisations within the Lincolnshire system.

Finance and Business Planning

• Support analysis of financial information to support decisions/actions and development of business cases

Reporting

• Support the production of regular, high quality financial information and intelligence to the CCG, to support decision making
• Support the financial management of the contracts , including full reconciliations and working papers on a monthly basis
• Support in financial reconciliation of provider data and billing across all payment types
• Analyse postings to the ledger to ensure the integrity and validity of ledger reports
• Provide financial information to support the production of the financial plan

Productivity & Efficiency

• Investigate variation in practice and use of resources to support decision making
• Ensure high quality input of financial and non-financial information.

Engagement

• Maintain effective working relationships with partners, key stakeholders and contractors, including sharing information for budget holder meetings.

Other

• Provide high quality timely and relevant financial and administrative support to the finance team.
• Support to improve the financial systems and processes of the CCG to ensure good governance, stewardship, controls and cost effective use of resources at all times.

The Mental Health & Learning Disabilities programme area finance team consist of 6 posts. We work closely with the Mental Health and Learning Disabilities commissioning team as well other teams within the organisation. We have strong relationships with our main provider trust (Lincolnshire Partnership NHS Foundation Trust) as well as Lincolnshire County Council and a variety of voluntary and charity sector organisations and independent providers. We aim to provide robust and reliable information and analysis to aid decision making and service development.

Duties

Finance and Business Planning

• Support the team with the budget setting process
• Support analysis of financial information to support decisions/actions and development of business cases
• Adhere to technical guidance to ensure compliance with NHS and CCG policies and guidelines.

Reporting

• Support the production of regular, high quality financial information and intelligence to the CCG, to support decision making
• Support the financial management of the contracts , including full reconciliations and working papers on a monthly basis
• Develop and operate systems which monitor expenditure variances from plan and communicate and present the outcome as required in a timely and effective way
• Support in financial reconciliation of provider data and billing across all payment types
• Analyse postings to the ledger to ensure the integrity and validity of ledger reports
• Provide financial information to support the production of the financial plan
• Complete working papers to support year-end audit.
• Ensure that all contract invoices received for the CCG are paid in accordance with contract deadlines and Better Payment Practice Code (BPPC) guidelines

• Assisting to ensure the CCG managers and clinicians receive advice to facilitate effective decision making
• Support the process and financial management of contracts and other contractual arrangements to meet the CCG’s and national targets.
• Support the day to day management of financial systems and processes in accordance with the agreed aims and objectives of the CCG and within local Governance frameworks
• Remain up to date with relevant NHS guidance and policy relating to Clinical Commissioning Groups
• Operate to professional standards and within the CCG’s overall financial policies, systems and policies

• Day to day accounting support to ensure that resources are used in accordance with the agreed aims and objectives of the CCG
• Assist in the Identification and dissemination of best practice in the use of resources
