Description
The Talent Acquisition Manager will provide critical support to the MSI program, including enhancing relationships with personnel at universities across the country to ensure a continued pipeline of interns interested in aviation related careers and to assist the FAA with its corporate recruiting initiatives. An important focus of the MSI program is providing opportunities to eligible students from groups that have been underrepresented in Aeronautics, STEM, and aviation related careers.
The Talent Acquisition Manager will use FAA Human Resource (HR) data and will embrace technology to make recommendations related to recruitment, retention, and legal compliance. We are seeking a highly skilled Human Resource professional to build bridges and avoid friction with candidates, executives, and hiring managers to ensure the recruiting process glides smoothly from start to finish.
The Talent Acquisition Manager will also perform as an Assistant Task Order Manager (ATOM) for 50% or more of the time.
The ATOM reports directly to the Task Order Manager and will assist in managing and scheduling of various programs/projects. The ATOM will assist with administering task orders issued by FAA customers and assist with ensuring work requested under the task orders is performed properly, which may include, establishing cost estimates, assisting with invoice analysis, establishing estimates to complete and providing variance explanations if necessary, evaluating subcontractor invoices; tracking and evaluating deliverables and services/products, ensuring customer requirements are met and assessing team and individual performance.
Talent Acquisition Manager Primary Responsibilities:
Review MSI program metrics and data from a variety of sources to provide recruiting recommendations to senior FAA executives.
Support the FAA in developing processes and procedures to align with automation, streamlining recruiting, and efficiency initiatives.
Analyze data and preparing presentations on trends and patterns, with attention to recruitment, hiring practices and Line of Business participation.
Prepare reports of data results, presenting, and explaining findings to senior leadership.
Identify and recommend reasonable short- and long-term goals, milestones, and benchmarks for the MSI program’s key performance metrics.
Expands existing relationships with partner universities to ensure robust participation in the MSI program.
Positively impact program results and assume profit and loss responsibility for successful completion of one or more projects.
Support establishment of policies and activities to improve the organizational culture, including suggestions to attract and hire qualified student program candidates.
Coordinate with universities and career fairs to enhance the FAA’s talent pool.
Serve as an Assistant Task Order Manager by leading, coaching, and mentoring a small team of HR professionals.
Assist in building requisitions for new Leidos employees and assisting in the hiring process.
Analyze data to develop reports and document policies, procedures, processes, and techniques for FAA customers under limited supervision.
Interface with FAA customer personnel, other contractor personnel, FAA GTIs, and other FAA customer representatives.
Assist with establishing goals, objectives, policies, and procedures for the successful completion of work that is within budget.
Schedule constraints, provide guidance to subordinates and ensure that policies and procedures are effectively implemented.
Talent Acquisition Manager Qualifications:
Typically requires a Bachelor’s degree and 5 years of prior relevant experience or a Masters degree with 3 years of prior relevant experience.
2+ years of experience supervising or leading teams or projects.
Ability to obtain a Public Trust clearance.
Ability analyze and make recommendations from Excel, Tableau or Power BI reports reflecting HR data.
Proficiency with Microsoft Office Suite (Word, Excel, Access, PowerPoint).
Prior experience in recruiting candidates to support the FAA.

Ten years or more of recruiting experience (multiple levels, multiple disciplines, nationwide)

Pay Range $81,900.00 – $126,000.00 – $170,100.00
