The NISC III RITES team within the Leidos Civil group is looking for a mid-career professional Instructional Systems Designer (ISD) of eLearning and instructor-led training products and services. In this role, the ISD will support the organization in the review, evaluation, design/redesign, development, restructuring and/or repackaging of training solutions.

Primary responsibilities will include the following:

• Understand the training effort by analyzing the customer’s requirements and assessing the stakeholder’s level of knowledge and skill in relation to FAA Real Estate Portfolio Planning.
• Work closely with the training development team to cover all aspects of training, meet milestones and produce deliverables as outlined by the training lead and task order manager.
• Develop instructor materials (course outline, background material, and training aids) and learner materials (workbooks, handouts, completion certificates, and program feedback forms) using industry best practices and customer requirements.
• Conduct instructor-led training including formal classroom courses, workshops, seminars and/or computer-based trainings, as required.
• Ensure content and structure of all training documents are documented and maintained in the appropriate repository.
• Continuously monitor and improve the quality and efficiency of training processes and procedures by evaluating the instructor’s performance and the effectiveness of training programs, providing recommendations for improvement.
• Use Knowledge Management (KM) techniques to identify core competencies to enable a culture and system for collecting and sharing knowledge.
• Capture lessons learned and apply them across the organization to promote best practices.
• Identify knowledge-sharing barriers and recommend tactics on how to overcome them.
• Ensure all products and deliverables conform to the standards for FAA branding, writing, SCORM 1.2 and 508 compliance.

Required Skills:

• Bachelor’s degree and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.
• Additional years of relevant work experience may be substituted for a degree at the hiring manager’s discretion.
• Experience developing interactive courses in Articulate Storyline, to include all media and graphics requirements Performs all aspects of video development including script writing, voiceover, audio narration and video editing.
• Ability to coordinate virtually with clients and SMEs to determine learning objectives, gather content data, design and develop courseware, evaluate effectiveness, and implement changes as necessary
• Demonstrated excellence in writing, editing, proofreading, and formatting of customer-ready materials.
• Previous experience collecting, compiling, analyzing and synthesizing learner/customer feedback, test data, and program evaluations to determine workforce performance needs, curriculum design/development and learning solutions.
• Ability to demonstrate an application of cognitive science and human factors engineering that apply.
• Working knowledge and proficiency utilizing Microsoft Office applications to include MS Office Suite, Articulate Storyline and Adobe Creative Cloud products.
• Ability to obtain a Public Trust clearance.

Preferred Skills:

• Experience with developing engaging and effective virtual instructor-led training.
• Experience with multi-media design architecture including Interactivity Levels 2 and 3.
• Previous experience supporting the FAA or other Federal Government agencies.
• Ability to manage knowledge sharing environments.
• Highly-motivated with a positive, customer-first attitude.
• Agile and collaborative with strong creative, problem-solving and relationship-building skills.
• Works well under pressure and can handle tight deadlines, multiple tasks and shifting priorities in a fast-paced environment.
• Takes initiative, ownership of assignments and personal responsibility.
