The SEND Team ensures that the Council fulfils its statutory duties in relation to legislation around the assessment of children and young people’s Special Educational Needs and Disabilities (SEND).

The SEND team delivers new statutory assessments within the twenty week timeframe. It manages the annual review process and updates Education Health and Care Pans as required. The team monitors outcomes for children and young people with SEND in who are in receipt of an Education, Health and Care Plan

They collect data related to the number and type of requests for Education Health and Care needs assessments and the type of provision required to meet the needs of children and young people with SEND to support the local authority in their SEND sufficiency duties.

Role

• To provide support to children and young people with learning difficulties and/or disabilities and their families.
• At all times, to promote and safeguard the welfare of children who live or access services in, or who are looked after by, Wokingham Borough Council.
• To ensure that all pupils with special educational needs are appropriately placed and supported in accordance with SEND panel decisions.
• To brief the SEN Assistant Team Manager, Team Manager and SEND Panel members on proposed pupil placements, costs and travel assistance implications
• To issue revised drafts, final or revised final EHC Plans following the decisions of the SEND Panel.
• To liaise with the Admissions Team to ensure that the SEN Team has access to up-to-date information about vacancies in schools and resourced specialist provision. Intranet; EDRMs and Capita 1
• To secure appropriate placements for children with an EHC Plan and those without an EHC Plan requiring specialist provision so far as possible in line with parental preference.
• To cease EHC Plans at the direction of the SEND Panel.
• To liaise with the relevant services to secure appropriately funded provision for those pupils continuing their education post 16.
• To manage the process of phase transfer of pupils with SEND and the onward transfer at the end of statutory education to other specialist services where necessary.
• To implement decisions from SEND Panel, to process assessments and to attend annual reviews as and when appropriate
• To contribute to the LA’s responses to tribunal appeals and complaints, including those from Councillors, MPs and the Local Government Ombudsman, as well as parents and schools.
