Government Solutions EMEA is a business unit with revenues in excess of £600m. Core Responsibilities and Duties
The Programme Planning & Control (PP&C) function partners with Project and Programme Managers to provide reliable, timely, and accurate planning and control for the overall management of responsible projects
PP&C personnel act as the dedicated finance director for each project, overseeing critical functions such as customer billing, subcontract and vendor management, time reporting, cost forecasting and budget management, reporting and controls
The Programme Planning & Control Manager will be responsible for leading a team of PP&C analysts and a collection of projects, ensuring timely support for both project and corporate needs
Specific:
Training and Oversight
Provide routine daily training and support to a team of PP&C analysts
Assist in solving more complex or ad hoc project issues, liaise with project and business unit senior management as needed to resolve
Provide backfill and coverage during routine leave team members under supervision
New Business Proposal Support
Review new contracts and work closely with bid team to review cost and revenue assumptions
Project Setup
Schedule/Coordinate project kick-off meetings
Work with PM/HR/Pricing/GL to determine appropriate project accounting, financial and cost management system setup – Input WBS to project set up form
Review original estimate & change cost models to prepare control budgets against WBS structures
Establish program specific financial and cost reporting
Co-ordinate all project set up / project change activities
Customer Billing
Prepare routine and timely customer invoices in accordance with contract requirements
Follow-up with customers to ensure timely collection of funds
Investigate and resolve billing issues
Customer Reporting
Prepare customer reporting from contract requirements
Develop/deliver customer financial and cost reporting
Perform ETC and EAC variance analysis
Support earned value management reporting (where applicable)
General Ledger
Review cost and revenue entries to validate accuracy and coordinate with Accounting team to resolve issues
Prepare monthly accruals
Ensure that appropriate documentation exists to support unearned revenue and other project reserves
Assist the Accounting team in coordinating with audit requests as needed
Internal Reporting
Establish/maintain reporting structure in the integrated reporting tool
Develop and maintenance of project EAC
Perform monthly program funding analysis and support work at risk process
Perform unbilled analysis, monitor accounts receivable, and track past due’s
Cost Control
Monitor trending and analysis of expenditures, and completion reports
Hold register of project change
Review risks with project team and adjust contingency – schedule risk reviews and complete crystal ball analysis
Prepare management reports
Perform regular SOX compliance controls
Monitor project labour register to ensure accurate and reasonable time charging
Qualifications:
Essential:
Appropriate accountancy or cost control experience (typically 7+ years or equivalent level of expertise)
Appropriate degree qualification
Desirable:
Accountancy or Project Controls qualification
Experience and Skills:
Essential:
Strong business acumen, including understanding of major factors driving project profitability
Strong understanding of business reporting tools
Ability to partner across the business to drive coordinated decisions
Understanding of basic project accounting, including revenue recognition rules under US GAAP
Understanding of project forecasting, including the creation of robust EACs
Strong analytical and problem-solving skills
Managerial skills – ability to lead and oversee small teams
Desirable:
Strong understanding of business reporting tools, including HFM, Cobra and Cognos
