Your Directorate

The HR People & Capability Directorate work with the business to deliver people focused solutions, which are efficient, timely and effective.

Your Team

The HR Operations Team provides expert advice and services to enable the effective delivery of the HR function which in turn enables our people to deliver their business objectives. Sitting within the HR Operations Team, your role will be with the newly formed HR Dispute Resolution & Investigation Team, who will carry out HR investigations and lead on wider work within the field of dispute resolution. Your team will also work closely with the Local Manager Advice Team (“LMAT”), which is a small close knit and supportive team of HR complex casework advisors.

Job description

This is an exciting role undertaking investigations of disciplinary, grievance and employee complaints of varying complexity, in line with Civil Service policies and procedures. The successful candidate will also work closely with HR colleagues and other team members within the Insolvency Service, assisting the business with internal investigations. These may include internal fraud and health and safety issues.

Responsibilities

Key Responsibilities:
You will be responsible for managing the investigatory process from end to end, including attending both internal and employment tribunal hearings and collating high-quality reports for decision makers. This role will also enable you to contribute to the wider business through upskilling managers on HR investigations and close partnership with colleagues on dispute resolution projects across the Insolvency Service. As part of this role, you will

• Analyse information collected, producing thorough investigation records, plans and reports to reach timely unbiased conclusions and findings.
• Maintain confidentiality and sensitivity to all issues throughout the investigation process.
• Provide effective assessments of witness credibility and contribute to the follow up of actions arising from investigations.
• Develop, implement and maintain HR investigation toolkit and training package. Contributing to overall quality and speed improvements of case investigations.
• Develop an effective data mining strategy to identify trends and key risk indicators for future investigations.
• Take a lead role assisting the organisation to improve its approach to dispute resolution and raise awareness across the business of the benefits of informal resolution.

Person Specification

Essential Criteria

• Minimum of 2 years investigations experience. Experience may be operational, but some HR investigations experience required.
• Specialist employee relations knowledge.
• Demonstratable evidence of managing a complete investigation case load from end-to-end. Including background research, interviews, collation of reports and case presentation to decision makers.
• Experience of informal dispute resolution and mediation processes.
• Experience of partnering with HR colleagues, Governance and Operations to ensure all investigations are completed efficiently and fairly.
• Proven experience of arranging and conducting interviews with complainants, subjects and victims.
• Proven experience collating relevant evidence throughout the investigative process for unbiased and timely conclusions.
• Ability to work collaboratively with key stakeholders at all levels of the organisation, contributing to wider business progression through provision of upskilling and training.
• Excellent organisational skills, including ability to work well under pressure and deliver to timescale.
• Excellent leadership skills.
• Willingness to travel to other office locations for interviews and meetings as required.

Desirable Criteria

• CIPD level 5 or equivalent HR qualification, or willingness to work towards.
