As a Talent Acquisition Consultant, you will serve as subject matter expert in the functional area of talent acquisition and talent management.

You will be the gatekeeper to all things recruitment and be the liaison that connects the dots between the hiring department and the applicant.

You will manage and facilitate the full-cycle recruitment process in support of assigned Colleges / Divisions and maintain a requisition volume of an average of 125 vacancies throughout the year with efficacy and due diligence.

You will be expected to use a variety of resources to proactively identify and recruit top talent and manage the candidate’s progression through the offer and onboarding process using the TALEO Applicant Tracking System.

This position becomes hybrid after successfully completing the probationary period.

Recruitment Needs Analysis & Sourcing :

• Assess the needs of the hiring manager and develop a recruitment strategy that includes a recruitment timeline, recruitment sources, & a process to determine candidate qualifications.
• Implement the recruitment and sourcing strategy in a timely manner and to the expectations of the hiring manager.
• Identify the professional and technical knowledge and skills deemed appropriate for positions based on the expectations of the manager department and / or position minimum hiring standards (MHS).
• Utilize creative sourcing methods including social media to generate a qualified pool of applicants.
• Utilize recruitment metrics and analytics to ensure our sourcing process aligns with current market trends and practices.
• Recruits for difficult to fill positions.

Recruitment Planning, Execution and Administration :

• Provide guidance and direction to managers and HR administrators, ensuring compliance with university recruitment and selection procedures and practices.
• Serve as an advisor and / or consultant to hiring managers during the recruitment and selection of employees ensuring managers understand the timeliness and appropriateness of recruitment activities.
• Support hiring managers in the processing of requisitions with specific assistance in providing guidance with writing position specifications, determining the posted salary range, selecting appropriate skill demonstrations if appropriate, and determining if a credit check is appropriate.
• Coordinate with Affirmative Action to determine which positions must be advertised outside of the University as well as internally for “underutilized” positions and communicates sources to hiring manager.
• Take part in various career fairs, professional conferences, and networking events to widen our recruitment efforts.
• Stay current with changes in the relevant labor market and develop a pipeline of external partnerships.

Relationship Building :

• Provide exemplary customer service to both internal and external customers to include candidates, departments, and college POCs, Human Resources Officers and business leaders.
• Maintain healthy working relationships with GSU hiring officials, community representatives, and professional peers.
• Seek ways to add value to the services of the Talent Management Office to the hiring manager and job applicant by focusing on their specific needs and utilizing the resources of the Talent Management Office to meet those needs.
• Demonstrate through personal action those attributes that build trust, radiate honesty, and integrity, build respect, and demonstrate professionalism.
• Act as talent acquisition champion and change agent while effectively communicating new strategies, best practices, processes, and procedures.

Knowledge, Skills & Abilities :

• Requires considerable breadth and depth of knowledge on professional, technical, and research activities and needs across the campus.
• Knowledge of the principles and practices of higher education Human Resources administration.
• Knowledge and strong foundation of principles & practice of HR including employment law & compliance requirements.
• Knowledge of full lifecycle recruiting components to include sourcing; qualifying; networking; assessing; and wage / salary trends.
• Proven client management and business literacy skills.
• Excellent interpersonal and negotiation skills.
• Skill in project management.
• Skills in MS office suite, internet, TALEO ATS, and data-base management and ing.
• Skill in analyzing various analytical data including but not limited to equal employment, recruitment, classification and compensation, workers comp and turnover data to recommend an appropriate course of action.
• Skill in communicating effectively verbally and in writing to a wide variety of members of the GSU Community.
• Skill in tailoring communication style to the target audience.
• Skill in the maintenance of effective working relationships with employees at all levels.
• Ability to thrive in an ambiguous and rapidly changing environment.

Qualifications

Minimum Hiring Standards :

Bachelor’s degree and three years of related experience; or a combination of education and related experience.

Preferred Hiring Standards :

• Masters & 2 years full-cycle recruiting experience
• SHRM or HRCI Certification
• Experience working with Taleo & LinkedIn Recruiter
