Background
Across the EMEA region, our client is experiencing significant demand for new local country HR Systems. Traditionally back-office functions such as HR have exercised a degree of autonomy in selecting their own operating systems. With maturity, growth and scale in mind, they are now starting to look at the viability of single enterprise systems being used to operate harmonised processes. This approach has a number of benefits such as transparent and predictable operating costs, centralised and responsive support and more reliable access to aggregated regional data and insights.
Following the success of the EMEA Salesforce Programme, the EMEA Executive would like to establish an EMEA HR Transformation Programme to deliver successful outcomes in local projects and achieve the benefits identified by the Programme.
Approach
The Programme will follow the well-established EMEA PMO framework which will ensure that we run the Right Projects in the Right Way and at the Right Time. The Programme will report in to the EMEA Executives (COO, CIO and CFO) via a monthly Programme Board as well as to the local HR Heads and other stakeholders on an ad-hoc basis.
As well as the delivery of a new Enterprise HR System for the region, the Programme will be responsible for defining and delivering an EMEA Finance/ERP Centre of Excellence. This will standardise support and system enhancement throughout the region by leveraging the existing EMEA Standard Support Model.
The Role
The role reports to the EMEA Head of PMO and will lead the EMEA HR Transformation Programme. This may include the following high-level activities:
Lead the early scoping, planning and then management of a multi-year roadmap of strategic change and transformation initiatives across our HR function
Lead a RFI/RFP process to select a system supplier and implementation partner(s)
Lead a Discovery Phase to produce scope definitions, plans and costs for business case(s) approval by the EMEA Executives
Lead the Delivery Phase to ensure that objectives are met, risks managed and status accurately reported
Work with the HR Stakeholders in each country to ensure that the change is embedded and that local adoption is assured
Ensure that the new capabilities are transitioned into service and support by following the PMO delivery framework
Work with the EMEA Executives and local country Executives to define an ERP strategy
Contribute to the PMO community of expert Project and Business Analysis experts
Skills & Experience
Mandatory
Cross Border/Regional Programme Management (preferably EMEA)
Programme Establishment: Vision, Blueprint, Objectives, Organisation
Running RFI/RFP processes (preferably to select HR/ERP Systems & implementation partners)
Programme Management (preferably HR/ERP within a Professional Services Organisation)
Identification of common process practices (with Business Analyst)
Promotion of a common operating model (with Business Analyst)
Reporting to Programme Board (EMEA Executives)
Managing regional stakeholders and maintaining programme alignment
Building trust with regional Executives and local Project Managers and Vendors
Exceptional leadership, facilitation, and organisational skills
Excellent knowledge of budgeting and resource allocation methodology
Robust problem-solving skills, as well as verbal, written and presentation skills
Excellent coaching / mentoring skills
A highly collaborative work style and the ability to work in a team environment
Desirable
Understanding of core HR Processes
Understanding of the Finance, HR, Payroll ecosystem
Understanding of PMO and project/programme delivery frameworks
Establishment of Centres of Excellence (preferably HR/ERP)
