General Accountabilities
Develop, maintain and deliver training programs (including e-learning and computer based training) on tasks performed by operating, technical and trades staff relating to the transmission and distribution including the development of Safety Meeting and Training Packages primarily for System Operations. Prepare written documents and reports, analyze performance problems and training requirements and make recommendations for new or revised programs, methods, training manuals and reference materials involving working with project teams, clients, technical specialists, vendors and internal and external consultants. Ensure efficient operation of training programs by scheduling, budgeting, preparing special reports and projects, purchasing, ensuring cost and control effectiveness.
Design, develop and implement simulations of the electrical system using Network and Distribution Management System Simulators for training and evaluation purposes. Set up simulations involving distribution and transmission system operation events such as; contingency response, control actions, load and generation assessments, load transfer analysis, SPS, RAS, FLISR, and DERMS Operation, load shedding, reactive dispatch, alarm response, etc. Develop simulations and training for planned outage scenarios, and implementing Utility Work Protection Code and North American Electric Reliability Council (NERC) requirements.
Coordinate the use of the Simulator for staff training and external individuals/groups through the Company. Perform simulator maintenance, testing, debugging, and implementation of database changes in coordination with OT Operations. Act as a contact for future Simulator enhancements/architecture, as required.
Assist in the development of operating standards, procedures, processes, and agreements, as required. Provide technical writing support to Network Management Instructions and Business Process Documents.
Design and develop new or revised training manuals, reference material, training aids and e-learning and blended program support. Make recommendations on new or revised programs and methods. Work with clients, technical specialists, suppliers, internal and external consultants to develop training programs.
Setup classrooms, simulations, equipment, supplies, manuals and reference materials for courses, upon occasion. Make presentations, provide advice, guidance to students, operate equipment and training aids, answer questions and guide group sessions. Mark assignments and set and make examinations, checkouts or other tests, as required.
Develop self-supporting lesson plans and format with special attention to trainee interactive and self-pacing techniques.
Prepare and issue confidential reports on students’ performance and capabilities according to established criteria. Evaluate courses for effectiveness and efficiency.
Produce, revise, and maintain Department training records, including library of simulation scenarios.
Provide support to the administration of e-learning training programs and database.
Perform other duties as required.
Selection Criteria
Requires a knowledge of electricity, mechanics, physics and power systems associated with the transmission and distribution and retailing of power.
Requires a knowledge of training techniques to design and develop training programs.
Requires a knowledge of computer technology to apply various software applications in the administration of the training document system.
Requires a good knowledge of English both written and oral communications to write training material and reports, and perform training sessions.This knowledge is considered to be normally acquired in and equivalent to a Grade XII education in a secondary school plus intermediate related courses and a NERC RC Certificate.
Essential Experience
Requires experience with the operation of the transmission and distribution system.
Requires experience with SCADA and Energy Management Systems. Requires experience in operating events such as; contingency response, control actions, Special Protection Operation, load shedding, reactive dispatch, alarm response, Utility Work Protection Code, outage planning, load transfer including studies, ratings, limits, etc. Requires experience in the implementation of instructional requirements operating standards, procedures and processes pertaining to the operation of the transmission and distribution systems.
Requires experience with the use of tools such as; Electronic Log, Control Room Information System, Energy Management System, OGCC telephone system, Network Outage Management System, Distribution Management System, web-base applications, NOMS, ORMS, etc.
Requires experience in determining training needs, practices, procedures and responses to assess trainee performance and capabilities and evaluate program cost effectiveness.
Requires an understanding of policies and practices and applicable federal and provincial regulations and NERC guidelines as they pertain to control facilities.
Requires an understanding of e-learning and training development e-learning platforms.
A period of over six years, up to and including eight years, is considered necessary to gain this experience.
Note: This position will require occasional travel to ISOC facility in Orillia. Reliable personal transportation and a valid class G driver’s license in required.
