General Accountabilities

Perform decision analysis support by analyzing current costs and trends; prepare cost/benefit studies relating to management systems, costs and utilization of equipment, maintenance guidelines and department related policies; prepare statistical summaries.

Research existing benchmarking criteria used to evaluate effectiveness of fleet usage, write specifications, design and develop programs as required to construct models for analyses of specific long-term considerations.

Provide telemetry and fleet analytics, including benchmark performance and efficiency opportunities.

Provide clarification and explanation including seminars, to field enquiries on costs and other data generated through the Transport and Work Equipment Reporting Systems.

Provide guidance, coordination, and support to management on a department or division-wide basis, in all areas of financial administration, including the consistent implementation and application of corporate, business unit, division and department financial strategy, policies, procedures and systems, as requested.

Work with external fleet personnel and organizations such as other utilities, Telemetry vendors, suppliers of information processing and transport and work equipment, to influence and adopt a course of action to one suitable to the company on issues associated with such as fleet managing and benchmarking issues.

Participate in program development and implementation of department accounting and reporting systems.

Work and collaborate with various units, such as business unit/divisional/corporate comptrollership groups, to influence and adopt a course of action on issues surrounding business planning and budget data suitable to the company and resolve any problems or inconsistencies that may arise out of the program or systems being developed.

Prepare reports relative to performance, productivity, business planning and control for the department.

Prepare various monthly financial management reports, as required for control of operations.

Perform accounting and reconciliations relative to transport and work equipment fleet capital, asset lives, operating expenses, leasing of equipment, inventory process, rental billing, credit cards, technical records and various transactions and processes, according to established procedures and accounting practices.

Be responsible for the development of computer applications for departmental systems and records, collaborating with internal or external computing services and data centres in the development and operation of such applications.

Provide limited supervision to staff by providing advice, guidance and work instruction on work programs and processes.

Perform other duties as required.

Education:
Requires a knowledge of finance, cost accounting, budget administration, business management systems and computer science associated with the evaluation, development, implementation and maintenance of a variety of accounting policies and reporting systems.

Requires a knowledge of economics, analytical techniques to perform cost/benefit studies, economic analyses, etc.

Requires a knowledge of English to effectively communicate with internal and external contacts both verbally and in written form. This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).

Experience:
Requires experience in a financial environment to be familiar with developing and implementing business systems for the collection of financial and telematics data.

Requires experience with accounting and financial practices and procedures.

Requires experience in reporting systems and internal control.

Requires experience in the practical application of relevant computer systems and software applications.

A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
