House of Commons Looking for Engineering Services Technical Officer at Westminster, London Full Time

Introduction

The Parliamentary Maintenance Services Team serves both the Commons & Lords via the Helpdesk on extension 4747. Last year the Helpdesk logged over 42,000 requests from heating & lighting to pest control and porterage.

The Engineering Services Section are responsible for ensuring all building Mechanical & Electrical services such as boilers, air handling units, high voltage switch gear etc. are maintained and operational at all times in order to support the business of the House and consists of 2 teams of 2 staff each who work in conjunction with our 24/7/365 Engineering Control Teams.

The Role

The post holder will be responsible for maximizing the operational availability of all building Mechanical & Electrical services including our 11KV High Voltage network, along with our major Trend Building Management System (BMS) Steam system and Mechanical ventilation for the Parliamentary Estate including ensuring a comprehensive planned maintenance regime is in place and managing any associated repairs. As such you will be required to become an “Authorized Person” in order to issue associated permit to works etc. and supervise works carried out by in house staff, contractors, and specialist engineers as well ensuring value for money on orders raised. (Note this may require some Saturday working for which an additional payment will be made.)

Skills and Experience

• NVQ Level 3 in a Building Services related subject.
• Significant experience of maintaining building electrical or mechanical installations such as 415V Distribution boards and associated cabling, large motors, and or pumps and Air handling units etc in a complex and demanding environment. Experience operating a BMS system to monitor and identify faults etc.
• Experience of preparing and approving permit works, building services risk assessments and method statements, carrying out site-based safety inspections
• Good experience of inclusively managing, motivating and developing people, considering their personal needs and aspirations, in line with business objectives
• Ability to work under pressure to resolve complex engineering services related faults and emergencies.
• Must have excellent interpersonal skills with the ability to relate to and communicate effectively with a wide range of Stakeholders.
