SUMMARY

Responsible for management of the Fiscal department and safeguarding the agencies assets and directing the fiscal functions of the organization and its affiliates in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, Federal Uniform Guidance, other regulatory and advisory organizations and in accordance with financial management techniques and practices appropriate within private non-profit organizations. Director of Finance is also responsible for the development of standard accounting practices, analysis and reporting procedures, and the overall exercise of financial control of the agency. The following responsibilities include but are not limited to:

ESSENTIAL DUTIES AND RESPONSIBILITES

• Oversee the activities of the agency Fiscal department for the accurate and timely dissemination of financial management reports including, but not limited to, internal and external monthly financial statements, annual audits and annual budgets
• Manage personnel in the Fiscal department including recruitment, training, supervision, performance evaluation, and establishing department goals and evaluation. Develop and maintain staff relationships to achieve high staff morale, productivity, teamwork and retention
• Plan, develop, organize, implement, direct and evaluate the organization’s fiscal function and performance
• Participate in the development of the agency’s plans and programs as a strategic partner, providing strategic financial input and leadership on decision-making issues affecting the agency
• Develop credibility for the fiscal group by providing timely and accurate analysis of budgets, financial reports and financial trends in order to assist the CEO, Board of Directors and other Senior Management in performing their responsibilities
• Enhance and/or develop, implement and enforce fiscal policies and procedures by way of systems that will improve the overall operation and effectiveness of the agency
• Continual improvement of the budgeting process through education of Senior Management on financial issues impacting their budgets
• Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position
• Monitor grants and contracts to assure agency compliance with federal, state and local government operating and reporting requirements
• Develop a reliable cash flow projection process and reporting mechanism, which includes minimum cash threshold to meet operating needs
• Be an advisor from the financial perspective on any contracts into which the agency may enter including preparation of budgets for grant applications
• Participate in the analysis, evaluation, recommendation and oversight of the organizations risk management plans and procedures
• Negotiate equipment leases on behalf of agency
• Oversee payroll processing
• Plan and oversee audits with CPAs, tax return for agency and apartment buildings

EDUCATION AND EXPERIENCE REQUIRED

• Master’s degree preferred, Bachelor’s degree minimum, in accounting, finance or business administration or equivalent training and education. CPA desired
• Seven to ten years progressive experience in all aspects of accounting and financial management, with four years of supervisory experience
• Experience in financial management of an annual budget of at least $13 million and administration of multiple contracts and grants
• Experience in strategic planning, fund development, implementation and evaluation of programs and staff
• Non-profit experience preferred. Housing management knowledge a plus
• Proficient knowledge/experience with Excel
• Knowledge of MIP and Crystal Reports preferred

• Strong computer skills including; knowledge of Windows based applications such as Word, Excel, Access, and accounting software
• Working knowledge of the Federal Uniform Guidance

Job Type: Full-time

Pay: $120,000.00 – $135,000.00 per year
