HMRC has one of the largest customer bases and most sophisticated IT estates in the UK. We run the biggest digital operation in Government, providing digital services for around 45 million individuals and 5 million business customers. The Office of the Data Protection Officer (ODPO) plays a key role ensuring that all this data is treated transparently, fairly and in line with the Data Protection Act 2018. The team is going through a period of growth, and needs support developing its IT infrastructure, taking advantage of the Microsoft 365 platform to its fullest extent.

The Team

The ODPO is an independent office within HMRC, and has a role set out in legislation to ensure HMRC processes its data in accordance with data protection law and regulations. It advocates for data subject’s rights, and is a conduit to the regulator, the Information Commissioner. The Software Development team within ODPO is there to design, build and implement innovative IT solutions using the Microsoft 365 platform, to support ODPO and related partners in the business. Not quite a standard IT team, it is embedded within the ODPO and requires that the developers balance their technical skills with knowledge of the policy areas the team are working on.

Working as a Power Platform developer, you will play a key role in the design, creation, implementation and support of these innovative IT solutions. ?You will support the ODPO by producing tools to help them do their job. In addition, we will produce some products that will be used by wider stakeholders, and across HMRC. You will be solving problems in real time, learning and then applying new techniques right away. It is a great environment for creative, analytical problem solvers.

The Ideal Candidate

The ideal candidate for this role would be someone who has good knowledge of Microsoft 365, and in particular PowerApps, Power Automate, and PowerBI. They will be a fast learner, and someone who has an analytical approach to problem solving. They need to be creative and able to work independently, as well as part of a small team. Intimate knowledge of data protection is not necessary, as full training will be provided. But the ideal candidate would be good at understanding legislation and how that is applied in real life business contexts. This is crucial to being able to deliver tools that meet the immediate needs of the team.

This role is suitable for existing HMRC employees who are contractual homeworkers with occasional attendance to the office.

Responsibilities

• developing software to meet user needs, follow best practice guidelines and help to improve those guidelines;

• writing clean, secure and well-tested code, mainly for Power Platform products (PowerApps, Power Automate, and Power BI), for use in ODPO, related stakeholders, and across HMRC;

• operating the services built and identify issues in production, working with business colleagues to refine the teams’ proposed solutions through product iterations;

• acting as first line support for those products following release to the business;

• promoting developed solutions using live demonstrations, help document user guides and identify potential improvements based on customer feedback;

• assisting other areas of ODPO with their work as and when required and spot opportunities to use technology to assist in resolving challenges;

• coaching and mentor team colleagues using M365.

Essential Criteria:

• Experience with Power Platform applications, or similar programming experience (such as VBA, Python or HTML).

• Passionate about IT, analytical, enjoy solving problems and have different approaches to solving problems.

• Rational and organised approach to tasks undertaken.

• Some knowledge of testing procedures.

• A logical, analytical approach to problem solving, paying close attention to detail.

• User focused – understand users and can identify who they are and what their needs are.

• Good interpersonal skills and willingness to network with business colleagues.

• Able to apply good practice approaches to relevant standards.

• Able to work with business and technology colleagues to translate business problems into technical designs.

• Self-motivated, professional and open to continuous learning.

Desirable criteria:

It would be desirable if you had already gone through the process of producing a PowerApp that was used in a live business context.
