Enterprise Integration Services (EIS) are at the heart of the HMRC Chief Digital Information Officer (CDIO) group. EIS handle HMRC’s core integration/middleware services, taking care of over a billion transactions every year and connecting hundreds of HMRC services.

EIS provide platforms for delivering Application Programming Interface (API) access to HMRC systems. We also provide artefacts and support for API consumers (software developers and other Government Departments) to build and manage authorised software that seamlessly integrates with HMRC digital services.

We use modern open-source products and work in an Agile way to deliver flexible, effective integration solutions.

Job description

You will manage workforce planning activity and processes in EIS and support the Business Management Lead in delivering key priorities.

You will play a significant role in developing and maintaining the EIS Workforce, Recruitment and Location strategies and plans; leading the EIS Recruitment Team and overseeing the recruitment of permanent staff and flex resources (contingent labour and service contractors), including monitoring and reviewing resource supply contracts and the maintenance of associated records.

You will also oversee and co-ordinate skills assessments and, as a skills ambassador, drive and monitor Capability Build in EIS.

You will be a credible, influential and supportive team-player: Someone with a professional approach and a focus on quality who is a confident communicator with good interpersonal skills and a dedication to continuous improvement in self and others. You will play an active role in the CDIO Business Management community.

This role is an exciting opportunity suited to someone who is proactive and hard-working, has recent experience in a similar role and enjoys working in a dynamic environment.

You may be expected to manage staff in multiple locations.

Specific responsibilities will include:

• Contributing to the EIS Workforce and Location plans;
• Leading the Recruitment Team and overseeing the effective on-boarding of HMRC and RCDTS staff and contractors, ensuring the correct HR, financial and commercial processes are adhered to;
• Drafting and developing Job Specifications;
• Overseeing the organisation of sifts and interviews, plus

Joiners and Leavers processes;

• Using analysis to model and report on the EIS workforce planning data, with specific responsibility for ensuring accurate monthly updating of staffing forecasts;
• Building capability, managing training plans, identifying suitable training solutions, etc.;
• Supporting EIS location continuity plans and maintaining links with Estates and Security teams;
• Supporting ‘people engagement’ work, including staff survey and well-being activity;
• Pro-actively engaging with the CDIO Business Management Community, building relationships and helping to improve practices, etc.; and
• Championing and mentoring colleagues.

Responsibilities

Essential Criteria:
You will need to demonstrate practical knowledge and experience in the following:

• MS Office 365 tools, particularly Excel, for the analysis and reporting of Workforce Planning Data.
• Communication skills and customer/business partner relationship building skills

and

• Organisational skills; balancing priorities and making sound decisions.

Desirable Criteria:
Ideally, you will also demonstrate practical knowledge and experience in the following:

• HMRC and RCDTS HR and recruitment processes and policies, incl. Civil Service Jobs (Oleeo) system.
• HMRC and RCDTS commercial processes for contractor recruitment.
• CDIO’s Job Assessment Frameworks e.g. DDaT.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period.
