Position Summary:

Hawai‘i Public Health Institute (HIPHI) is seeking an experienced financial manager to support HIPHI’s finance and program teams. This position is responsible for maintaining the organization’s fiscal integrity through the management of HIPHI’s finance and accounting functions. This position serves an integral role in ensuring HIPHI operates efficiently and remains fiscally sound.

The Finance & Accounting Manager will proactively maintain strong relationships with HIPHI’s leadership, finance, operations, administrative, and program staff, as well as funders, vendors, and other key stakeholders. The ideal candidate will have excellent organizational and time-management skills, be highly proficient in nonprofit budgeting and monitoring, and have extensive knowledge of grants management.

HIPHI is a nonprofit hub for health, bringing community-based organizations, government, academia, foundations, and business together to improve the quality of life for the people of Hawai‘i. HIPHI’s mission is to advance the health and wellness of the people and islands of Hawai‘i by:

• Expanding understanding of what creates health of people and place, embracing upstream social, cultural, and environmental factors;

• Fostering partnerships among public health, health care, and other diverse sectors to improve health and wellness; and

• Cultivating programs including education, advocacy, research, capacity building, and training— to improve policies, systems, and the environments where people live, learn, work, age, and play.

HIPHI has experienced significant growth over the last several years; the organization previously had an operating budget of approximately $5 million. In 2022, HIPHI is estimated to have a budget of at least $10 million. The organization’s staffing is also expected to increase from approximately 32 FTE to 40 FTE.

Primary Responsibilities:

Invoice Billing

• Maintain vendor information and records

• Prepare and submit program billing invoices

• Record billing invoices in accounting system(s) and track outstanding accounts receivable balances

• Follow up with funders/customers on outstanding billing invoices

• Prepare supporting financial documents (such as program income statements, general ledger, and payroll register)

Payroll Functions

• Communicate and coordinate with HIPHI’s human resources provider as needed

• Assist with the review and allocation of staff time, pay, and leave to ensure accurate and timely records are maintained and staff time is allocated to appropriate program(s)

Financial Reporting & Budget Preparation

• Develop financial reports (for internal and external stakeholders) on program activities

• Prepare and submit financial reports as required by funders

• Monitor subcontractor/subawardee grant expenditures

• Monitor, update, and maintain grant budgets in accordance with grant funding requirements

• Maintain up-to-date grant budget documents and provide relevant budget reporting to program leads as needed

Contract & Grant Expenditure Review/Approval

• Review and approve program payments

• Assist in the management of all HIPHI contracts, sub-contracts, award notices, and other relevant funding documents

• Monitor and report on compliance with grant/contract funding provisions as outlined by the funder

• Recommend and implement measures to protect program integrity

• Review and monitor financial controls and procedures

• Coordinate with subcontractors/subawardees to assist in meeting all financial deliverables

• Provide guidance to subcontractors/subawardees regarding the allowability of expenditures and compliance with funder and/or program requirements

• Perform ongoing monitoring of subcontractors/subawardees, including, but not limited to, audits and cost reconciliations

Accounting & Financial Management

• Perform general accounting functions for HIPHI as needed, including accounts payable, payroll, monthly close, etc.

• Support the finance team in establishing and improving standards of financial reporting across programs, including the creation of standard financial tools, promotion of utilization, and staff training

• Assist with the development of sound accounting policies and procedures

• Provide additional support as needed to HIPHI leadership and staff

Other Essential Duties/Responsibilities

• Meet with Program Leads on a regular basis to provide program budget updates

• Assist in the development and implementation of goals, policies, priorities, and procedures relating to financial management, budgeting, accounting, and/or payroll

• Assist with the installation and maintenance of new accounting, timekeeping, payroll, inventory, property, and other related procedures and controls

• Establish system controls for new financial systems and develop procedures to improve existing systems

• Supervise and participate in the preparation of various financial statements and reports

• Direct the installation and maintenance of accounting records to show receipts and expenditures

• Direct the maintenance of general and subsidiary ledgers, accounts receivable, revenue distribution, depreciation, cost, property, and operating expenses

• Maintain insurance records

• Direct and participate in cost analyses and rate studies

• Prepare statements and reports of estimated future costs and revenues

• Direct internal audits involving review of accounting and administrative controls

• Coordinate preparation of external audit materials and external financial reporting, including annual tax return

• Review financial statements with management personnel and prepare financial statements for the Board Finance Committee as requested

• Participate in relevant meetings including but not limited to meetings with staff, operations, and program leads

• Reporting and accounting of state and county lobbying hours

Minimum Qualifications:

• Bachelor’s degree in Accounting, Finance, or related field. MBA or related advanced degree preferred

• Five (5) years’ experience in grants programs and management (private, public and federal), non-profit accounting, public accounting/auditing, healthcare finance, and/or compliance

• Advanced knowledge of Microsoft Excel

• Proficiency in Quickbooks

• Knowledge of Airtable (preferred but not required)

• Knowledge of Generally Accepted Accounting Principles (GAAP)

• Experience with nonprofit audits

• Experience in preparing/recording financial transactions and developing financial reports

• Excellent reasoning and analytical skills

• Strong oral and written communication skills, including the ability to explain complex financial and accounting concepts

• Experience managing, delegating, coaching, and supervising staff

• Demonstrated ability to manage multiple projects and meet time-sensitive deadlines

Salary Range: $75,000 — $85,000
