Position Summary: This is a leadership position for a professional with substantial experience with disability law, elder care issues and guardianship in Massachusetts. The CEO will manage Public Guardian Services, LLC (“PGS”), an organization providing high-quality fiduciary services under the Massachusetts Uniform Probate Code to more than 100 individuals in Suffolk, Norfolk and Plymouth Counties. Supported by a Chief Clinical Officer (CCO), the CEO will be responsible for the success of PGS in its public mission, and will be exclusively responsible for all financial matters, not only for PGS itself, but also the assets and income of the individuals for whom PGS serves as guardian or conservator. The CEO also will be in charge of developing a community volunteer program to enhance the reach of client services, potentially to double the number of individuals served. The CEO will oversee the effectiveness and productivity of four Case Managers, a Senior Case Manager, an administrative assistant and the CCO. Good judgment and communication skills are essential.
Job Overview: Public Guardianship Services (PGS) is a funded non-profit organization that has operated since January, 2020, offering low- or no-cost guardianship and conservatorship services to indigent, isolated persons in Massachusetts who need medical, personal or financial decisional support. PGS is directed by a Board of seasoned experts in guardianship law and practice in Massachusetts, and operates in Suffolk, Norfolk and Plymouth Counties under a Memorandum of Understanding with the Probate and Family Court.
The ideal candidate will hold a masters, JD, or doctoral degree in a related field, including but not limited to, human services, social work, nursing, law or public health, with relevant licensure or certification, and with 6-8 years of relevant work experience.
Required Skills and Abilities

4. Familiarity with guardianship law and practice.
5. Ability to engage with a wide range of community stakeholders to continually assess community needs for guardians, and to collaborate in improving services.
6. Demonstrated abilities in the collection, analysis, synthesis and ing of data for needs assessment and service expansion
7. Demonstrated financial control skills for a public or non-profit agency
8. Working knowledge of psychopathology, social work intervention and case management.
9. Proficient in the use of software, including office programs and database programs
Essential Job Functions:
1. Administrative & Financial
Participates in all Board of Directors activities and meetings.
Drafts and manages a program budget, as approved by Board of Directors.
Keeps all company books and records in an organized and accessible manner.
Able to create airtight spreadsheet, tickler system or other means for keeping track of deadlines, hearing dates, court orders and all legal requirements of guardians and conservators.
Creative approach to dealing with bureaucracies.
2. Personnel Management & Oversight
Teamwork skills to work with clinical supervisors to recruit, hire, train and supervise three to five case managers, who are responsible for direct delivery of guardianship and conservatorship services.
Ability to monitor staff efficiency, suggest improvements where appropriate, and regularly to Board about the quality of services being provided.
3. Operations
Able to work with legal counsel and senior staff to accept or reject referrals, to oversee court proceedings for appointment, and to carry out duties of a guardian or conservator
Able to monitor the utilization of an Acuity Scale and other measures of the intensity of workload, to ensure that staff resources are allocated reasonably and efficiently
Ability to monitor workflow, including clinical oversight, staff meetings as needed, and support for Case Managers.
Ability to coordinate with consulting attorney(s) to ensure timely filing of Guardianship Plans, Guardianship s, Conservatorship Inventories and Plans (when required), and Conservatorship Accounts.
Interested in gaining in-depth competence with PGS case management software, and in working with program developers to customize the program to facilitate PGS’s discharge of guardianship and conservatorship duties.
4. Mission Development
Interested in working with affiliates to gather information relevant to ongoing research into guardianship processes and clinical outcomes.
Able to establishe and grow a volunteer program to expand the reach of PGS clinical services.
Will regularly to the PGS Board and to parent company about compliance with all essential job functions.
Hours: Full-Time
Salary: Over $100,000. Salary offer will be commensurate with experience.
