The Human Resource Service Centre (HRSC) provides payroll, human resource and benefits administration services to clients representing all government ministries and a variety of smaller organizations.
The Enterprise Business Modernization Project (EBMP) will implement a new government-wide solution for an integrated financial, human resource and supply chain management system. It will move all our critical business processed into a cloud-based, enterprise system – giving us one integrated source for information and a consistent user experience for employees and public.
The Opportunity:

The Human Resource Service Centre/Enterprise Business Modernization Project (EBMP) has an exciting opportunity available for up to 10 one year term positions of Human Resource Payroll Administrators / EBMP Payroll Testers. We are currently looking for analytical, resourceful, and detail-oriented Human Resource payroll professionals to join us as a Human Resource Payroll Administrators (HRPA) to support the Enterprise Business Modernization Project (EBMP). As a dedicated team member, you will work collaboratively with human resource, benefit, and payroll services colleagues to ensure the accurate processing of Government-wide employee payroll and Human Resource administration as we transition from our current system to an exciting new cloud-based system. This is an opportunity to get experience with Human Resources in the Government of Saskatchewan, learn about innovative HR technology, participate in an enterprise-wide transformation project, and develop your own human resource skills.
As an HRPA, you will:
Calculate and process a wide variety of payroll and benefit transactions.
Enter, verify, and update employee information using a Human Resource information system including the end-to-end processing of, but not limited to, new hire commencements, salary adjustments, changes to employment, and terminations.
Review payroll reconciliation / compare s and reconcile results and ensure payroll compliance by following provincial and federal legislation, regulations, policies, and collective bargaining agreements.
Investigate and correct errors made in payroll and personnel processing and perform analysis to determine reasons for variances of all earnings, deduction, gross, net, and other attributes and document the reasons and impacts.
findings and work with the appropriate teams to arrive at solutions and support the change management team with communication preparation.
Provide inputs to status s and attend /manage regular meeting cadence with other team members.
Log defects issues and defect tracking tool log and manage defects for resolution and retest them when ready and provide sign-off on variance analysis and knowing issues in either legacy or new payroll system.
Ideal Candidate
To be successful in the role, you will have:
The ability to understand and apply various policies and agreements.
Ability to perform tasks pertaining to human resource administration, including employee benefits, payroll, and personnel.
The ability to review and reconcile payroll results in two parallel systems

Perform analysis to determine reasons for variances of all earnings, deduction, gross, net and other attributes and document the reasons and impacts
Ability to create, update, retrieve, and format data utilizing spreadsheet, word processing, and database applications with speed and accuracy.
The ability to accurately perform mathematical calculations both manually and electronically.
A high level of accuracy, attention to detail, organizational, and time management skills to successfully manage a high volume of work within tight deadlines.
The ability to problem solve by providing options, recommendations, and/or responses to various requests and transactions.
The ability to work independently and as a contributing team member to support a positive work environment.
Strong interpersonal and communication skills to provide exceptional client service over the phone, in person, and through written communication.
Typically, the knowledge and experience required to achieve the above is obtained through:
A Business Diploma or Degree (i.e., Human Resources or Accounting).
Demonstrated experience in performing payroll, scheduling, and/or Human Resource administration.
An equivalent combination of education and work experience will be considered.
Obtained or working towards The Canadian Payroll Association – Payroll Compliance Practitioner Certification (PCP) or Chartered Professional in Human Resources (CPHR) Candidate would be an asset.
