THE POSITION

Working in Council’s Finance Team, this position performs a key role by applying principles of accounting to analyse financial information and assist in the preparation of the financial statements of accounts and associated reports.

Reporting to the Chief Financial Officer, you will:

• Interpret and apply financial accounting codes, standards and legislation, conducts financial investigations and audits, and provides advice and reports on financial matters to directors and line managers.
• Assist staff (of all departments with particular emphasis on infrastructure services) in the costing of capital works and maintenance projects and the monitoring of budgets, including preparation of regular reports and the review of orders, timesheets and plant running sheets to ensure that items are allocated accurately.
• Oversee the procurement functions of Council in conjunction with the Chief Financial Officer, including preparation of minutes and agendas for the Procurement Committee.
• Perform monthly reconciliation adjustments to account for asset purchases and sales and other capital additions.
• Prepare the asset register for the annual financial statements including the revaluation of the asset register as and when required.
• Suggest improvements in efficiency / effectiveness of capital works and maintenance projects with a specific emphasis on reducing the cost or increasing value for money of Council’s capital works program.
• Prepare quarterly Operational Plan reviews for capital works and maintenance projects for review by the Chief Financial Officer and in conjunction with Managers.
• Assist with the preparation of the annual Operational Plan and the Long Term Financial Plan in conjunction with the Chief Financial Officer and the Financial Accountant, with particular emphasis on capital works and maintenance.

WHO WE ARE LOOKING FOR

Specifically, you will have:

Essential

• Demonstrated practical experience in the application of financial accounting principles and practices, including accounts payable / receivable, budgets, statutory returns and annual accounts.
• Demonstrated ability to assist with the preparation of budgets, statutory returns and annual accounts.
• Proven effective mathematical, oral and written communication skills.
• Sound computer skills, including the administration and use of computerised accounting systems, and the design and application of advanced financial spreadsheets.
• Sound working knowledge of Goods and Services Tax and Fringe Benefits Tax.
• Effective knowledge of and commitment to Equal Employment Opportunity (EEO) principles.

Desirable

• Degree or Diploma in Accounting and / or Finance or other relevant qualification.
• Practical experience in supervising, guiding and supporting finance staff.
• Demonstrated knowledge of stores and procurement.
• Working knowledge of NSW Local Government accounting principles and / or familiarity with Civica / Practical / Open Office Local Government accounting systems.
• Class C (Car) Drivers Licence.
