THE POSITION

Working in Council’s Finance Section, this position performs a key role by applying principles of accounting to analyse financial information and assist in the preparation of the financial statements of accounts and associated reports.

Reporting to the Chief Financial Officer, you will:

• Coordinate the preparation of Council’s Annual Financial Statements and Financial Data Return in conjunction with the Chief Financial Officer, Management Accountant, Finance Officer and other staff as required.
• Prepare Council’s Monthly Finance Report to Council for the Chief Financial Officer to approve.
• Create new accounts in the General Ledger and Job Costing Systems relating to Operational Revenue and Expenditure Accounts.
• Assist in the formulation, implementation, review and processing of accounting policies and procedures.
• Prepare and process relevant statutory returns eg ABS Returns in a timely and efficient manner.
• Ensure Council’s compliance with Goods and Services Tax (GST) and Fringe Benefits Tax (FBT), including preparing and submitting monthly Business Activity Statements (BAS) and annual FBT returns.
• Conduct investigations and submit recommendations for improving the organisation’s accounting systems.
• Ensure the monthly reconciliation of revenue systems (debtors, rates and charges) and that correct billing procedures are followed by staff.
• Assist with the coordination, review and implementation of accounting systems and accounting control procedures, in consultation with the Chief Financial Officer.
• Investigate any discrepancies in financial information and prepare and process journal entries to the general ledger and sub-ledger accounts to transfer funds or correct errors in transactions, for approval by the Chief Financial Officer.

WHO WE ARE LOOKING FOR

Specifically, you will have:

Essential

• Demonstrated practical experience in the application of financial accounting principles and practices including understanding of debtors, creditors and receipting
• Demonstrated ability to assist with the preparation of budgets, statutory returns and annual accounts
• Proven effective mathematical, oral and written communication skills
• Sound computer skills, including the administration and use of computerised accounting systems, and the design and application of advanced financial spreadsheets
• Sound working knowledge of Goods and Services Tax and Fringe Benefits Tax
• Effective knowledge of and commitment to Equal Employment Opportunity (EEO) principles

Desirable

• Degree or Diploma in Accounting and / or Finance or other relevant qualification
• Practical experience in supervising, guiding and supporting finance staff
• Demonstrated knowledge of stores and procurement
• Working knowledge of NSW Local Government accounting principles and / or familiarity with Civica / Practical / Open Office Local Government accounting systems
• Class C (Car) Drivers Licence
