SENIOR LOGISTICS ANALYST

A Bachelor’s degree in logistics or a business discipline for the individuals proposed for the Senior Logistics Analyst labor category is considered by the Navy as necessary to successfully meet the critical requirements of the PWS. The Government will favorably consider individual with at least 20 years of logistic experience in the US military as long as the related experience will contribute to the successful performance of the PWS and/or mission.

The proposed Senior Logistics Analyst for the Afloat CLIN should have experience and knowledge in of aircraft carrier (CVN) programs as they relate to Navy financial management, stock control operation, inventory management of the NWCF, Supply and maintenance operation, configuration management, hotel service, food preparation, laundry and ship store services, and HAZMAT management, forklift inventory and management, and all other related shipboard services as they relate to large afloat activities. The proposed individual should have broad knowledge of the following Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

The proposed Senior Logistic Analysts for the Ashore CLIN should have experience in and knowledge in stock control operation; financial management in the Navy; ashore aviation support programs and policies, I-Level maintenance operations, development of aviation supply policies and procedures, and NWCF policies and concepts; automated aviation supply/maintenance management; commonly used supply system query programs, shipment channels, development of aviation supply policies and procedures; AVCAL/COSAL Outfitting Support; F-35 logistics and supply system support; Plan to Perform (P2P)/End to End (E2E) briefing support; and standard supply processes. The proposed individual should have broad knowledge of the following Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

The experience and knowledge is critical. Accordingly, to the extent a proposed individual for the Senior Logistics Analyst position does not have a Bachelor’s degree in logistics or a business discipline, describe how the individual’s experience and knowledge makes up for the lack of a degree and contributes to both the successful performance of the PWS and the mission.

To fulfill the tasks stated in the PWS the following are the Senior Logistic Analysts required:

It is expected the twelve (12) of the individuals employed as Senior Logistic Analyst will provide services in connection with Stock Control operation; provide guidance in aviation supply/logistic management for ashore activities; provide analysis and measurement of supply effectiveness of ASD; collect, review, monitor and analyze data received from ashore aviation units; conduct training, assessment and inspection, and execute all tasking stated in the PWS paragraph 7.2.

Proficiency in the following areas will be required – Stock Control functions, ERP, ASD operation, NALCOMIS, AIS, RSUPPLY, NAVSUP OneTouch, FIMARS, and NAVAIR processes. The proposed individual should have broad knowledge of the following applications: Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

It is expected that two (2) of the individuals employed as Senior Logistic Analyst will provide services in connection with aviation supply outfitting support, initiate and review configuration management and outfitting directives, develop AVCAL and SHORCAL product listings, review IMRL listing for accuracy to meet the requirements stated in PWS paragraph 7.3.

Proficiency in the following areas will be required – AVCAL, SHORCAL, AECL SASS, NALCOMIS, R-SUPPLY, ERP, FLEXCAL, ATFLIR, NAVSUP OneTouch, familiarity with WSPD. The proposed individual should have broad knowledge of the following applications: Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

It is expected that one (1) of the individuals employed as Senior Logistics Analyst will provide services in connection with Afloat Food Service and sanitation for current and future aircraft carriers, assist in Ney Award preparation and conduct evaluation, provide technical expertise in shipboard habitability to meet the requirement stated in paragraph 7.10.

Proficiency in the following areas will be required – Afloat Food Service management, food service equipment life cycle management, shipboard habitability, and Ney Award preparation and inspection. The proposed individual should have broad knowledge of the following applications: Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

It is expected that one (1) individual employed as Senior Logistics Analysts under the contract will provide services in connection with Afloat HAZMAT and MHE Management Support to meet the requirement stated in PWS paragraph 7.12.

Proficiency in the following areas will be required: U.S. Government and U.S. Navy HAZMAT and MHE management programs, regulations, policies, procedures and guidelines as they relate to aircraft carrier and ashore naval operations; ESOH regulations and instructions; OSHA requirements, regulations and guidelines; CHRIMP and HMC&M procedures, instructions, policies, and regulations. The proposed individual should have broad knowledge of the following applications: Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

It is expected that two (2) of the individuals employed as Senior Logistic Analyst will provide services in connection with non-aviation supply technical support for all CVNs, provide support for OBRP’s allowancing/outfitting requirements, review proposed ILS, review COSAL initial outfitting requisitions, attend ILSMT meetings, review ASI s and execute all other requirements as stated in PWS paragraph 7.13.

Proficiency in the following areas will be required – Consolidate Shipboard Allowance List (COSAL), Targeted Allowance Reconciliation (T-ART), Automated Fleet COSAL Feedback (A-FCFBR), Integrated Logistics

Systems (ILS), Allowance Parts List (APL), Allowance Equipage List (AEL), R-SUPPLY, In-Service Engineering Agents (ISEA), Maintenance Assist Module (MAM). The proposed individual should have broad knowledge of the following applications: Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

It is expected that two (2) of the individuals employed as Senior Logistic Analyst will provide services in all Ashore and Afloat Financial Operations in current and future Financial Management Information Systems to meet requirement stated in PWS paragraph 7.14.

Proficiency in the following areas will be required – Unmatched Disbursements (UMD), Common Interface (CIF), Negative Unliquidated Obligations (NULO), Unliquidated Liquidations (ULO). The proposed individual should have broad knowledge of the following applications: Microsoft Office applications (Access, Excel, Word, PowerPoint, and Outlook).

Job Type: Full-time

Pay: $85,500.00 – $90,000.00 per year
