NTCC – Telecommunications Work Pack Manager

Contract – 12-24 months

Hybrid working with visits to client site in Dublin

ROLE & PURPOSE:

• Supporting SET Interface for Telecommunications element of NTCC Project.
• Support team of SET resources in the delivery of Integration packages required to support NTCC project.
• Lead the delivery the Telecommunication systems of the NTCC to authorized budget, time, quality and scope.
• Monitoring & Reporting all aspects of the implementation of NTCC Telecommunication projects.
• Lead planning activities resulting in acceptable schedules or programmes of works.
• Responsible for management of telecommunication systems interfaces of NTCC project in collaboration with Capital Project team and 3rd party delivery team in Design stage of NTCC project.
• Responsible for management of telecommunication systems interfaces of NTCC project in collaboration with Capital Project team and 3rd party delivery team in Implementation stage of NTCC project.
• Responsible for the application of telecommunication systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on the NTCC project, compliant with all relevant legislation.
• Responsible for the adherence of design and installation to all telecommunication standards and processes.
• Responsible for the assessment of project related technical issues and queries and then responsible for responding accordingly on behalf of SET through RFI process.
• Responsible for monitoring design and specialist consultants and contractors and reporting on progress of technical issues of the project to SET Dept.
• Responsible for ensuring that the design and/or construction elements of relevant projects meet the requirements of current legislation.

Key Qualities:

Essential:

• Excellent communication, leadership and relationship skills.
• Planning, scheduling and organisational skills.
• Professional Engineering or Telecommunications Degree (Level 8), with a minimum of 10 years of relevant experience.
• Experienced in major telecommunication systems projects.
• Experience in the management of technical teams.
• Awareness of signalling principles.
• Comprehensive knowledge of telecommunication network architecture.
• Comprehensive knowledge of communication protocols and system interfaces.

Desirable:

• Membership of Professional body
• Experience in managing a multi-disciplinary team including; signalling, electrical, telecoms, civils, structures, track, environmental and construction elements.

Specific Responsibilities:

Engineering

• Management and organisation of resources required to support project delivery within the SET Dept.
• Day to day collaboration with project team and 3rd party designers at Design stage of NTCC.
• Responsible for managing the review process of all contractor deliverables to ensure project artefacts and deliverables are of an acceptable standard.
• Day to day collaboration with project team and 3rd party implementation team in Implementation stage of NTCC.
• Chairing and participating in technical meetings on project.
• Documenting meetings, minutes, actions & decisions formally so that they can be reviewed and audited as required
• Manage the provision of information formally where required through Requests for Information (RFI) in conjunction with project team
• Manage any variations in conjunction with project team and report periodically on any potential impacts to cost, quality and schedule.
• Ensure that telecommunication standards and procedures are being applied and ensure adherence of same.
• Ensure a high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on the NTCC project, compliant with all relevant legislation.
• Monitoring the specialist consultants and contractors.
• Attend control rooms, technical meetings and periodic review meetings as required.
• Reporting on progress of technical issues of the project to SET Dept and NTCC project Team discussing/seeking guidance as necessary.

• Ensuring that all telecommunication systems within the IE network are at all times safe and efficient.
• Ensuring that the appropriate, correct and complete telecommunications technical documentation is implemented in all SET locations to support the safe and efficient operation of the rail systems on the IE network.
• Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects.
• Ensuring that the risk management process is regularly reviewed and operates effectively.
• To ensure that the safety management systems are implemented and that the project team are managing safety activities effectively in their respective areas in accordance with the SET safety management system and your Safety Responsibility Statement.
• You will comply with the IE Rule Book, and with all audits and investigations as conducted by the Commission of Railway Regulation (CRR) and the Rail Accident Investigation Board (RAIB)
