Our client a major operator in Oil & Gas are looking to add a Lead Decommissioning Engineer to work from their offices in Norwich.
Role will be a 12 month initial contract offering a strong rate of pay, role is inside IR35 as such will be paid on a PAYE day rate basis. Candidates must have existing right to work in the UK to be considered for this role.
About roleÂ
This is an excellent opportunity for a dynamic individual to join client Decommissioning Team. This position will play a key role in the decommissioning of offshore platforms, from conceptual review to project delivery. Reporting directly to the Lead Decommissioning Engineer (Platform Dismantlement), you will prepare and review engineering calculations and procedures, steer projects in the appropriate direction, and support offshore operations. You will be required to develop and maintain close working relationships with onshore and offshore teams in the definition and delivery of this work
Key responsibilities include:
Review and validate lifting analysis, global temporary in-place analysis, motion & transport analysis, sea fastening design, towing and anchoring analysis in line with appropriate codes and standards
• Review and validate removal method statements and procedures for all phases of platform dismantlement
• Liaise with and support the decommissioning compliance team regarding permit applications and dismantling safety case preparation
• Define and manage contractors work scopes and oversee / review contractors’ performance, including quality of service and value for money.
• Perform platform weight reviews, COG assessments and heavy lift vessel screening
• Carry out conceptual reviews and cost estimates for forthcoming decommissioning projects. Including development of lifting concepts, and removal methodologies.
• Review topside and jacket annual integrity reports, and inspection reports for the installations to be decommissioned, liaise with the integrity department to identify structural anomalies and establish the current integrity condition of the installations.
• Review initial installation documents, including; topside and jackets weights, in-service history and modifications (major and minor), review manufacturer data sheets, plot plans, and offshore weight verification surveys.
• Define preparation works required to prepare platforms ahead of dismantlement and support the implementation of the project plan
• Define and coordinate offshore inspections (VI, UT, RT, MPI, and ECI) for dismantlement scope.
• Technical support to the tendering process and review of proposals for relevant works in order to recommend most suitable contractors • Set design briefs, work scopes and reviews of detailed engineering
• Comply with and actively support QSHE culture, activities & requirements
• Provide any additional support required by the business
Qualifications / Experience:
Required:
• Degree level qualified in Civil / Structural / Mechanical Engineering with a minimum of 5 years’ experience working as a structural / project engineer in the Oil & Gas, renewables or marine engineering sector.
• Proven experience as a Project / Structural Engineer dealing with Heavy Lift, Structural Integrity and/or decommissioning of offshore fixed platforms together with a good grounding in the application of API, DNVGL, NORSOK or ISO codes is required, as well as an understanding of regulatory requirements.
• Offshore experience from heavy lift installation / decommissioning projects working as (structural) project engineer / field engineer / client representative / marine warranty surveyor or similar.
• Excellent communication skills: Ability to interact with the decommissioning team, wider business, and contractors on both technical and non-technical matters
• Able to facilitate change where the tasks are complex, unclear or uncertain. Be keen and have a can do attitude.
Desirable:
Experience in project management / subcontractor management relating to Heavy Lift, Structural Integrity and/or decommissioning of offshore fixed platforms • Knowledge of decommissioning permit / compliance requirements, including; safety case regulations, trans frontier shipment of waste applications, consent to locate applications etc.
• Working towards professional membership of an appropriate institute (ICE, IStructE) would be advantageous, as would Chartered Engineer Status. Experience in similar industries will be considered.
