Emmanuel’s Position
The Emmanuel Family & Child Development Center is looking for leaders who are relationship driven and passionate about providing guidance and leadership development to infant and toddler staff. Someone who has the capacity to empower others to be their best.
General Summary
The Infant Toddler Supervisor is responsible for planning and administering the infant toddler program services. Services must be coordinated with staff in other program content areas, to ensure best practices based on the theories and principles of infant and toddler growth and development.
Main duties:
1. Provide direct supervision, guidance, leadership, and technical assistance to infant/toddler center staff.
2. Conduct periodic observations to evaluate job performance of assigned staff, maintain appropriate documentation, and meet timelines set by the HR department.
3. Conduct regular center staff meetings for group planning, and problem solving.
4. Ensure preparation of agenda and transcribing of meeting minutes.
5. Coordinates schedules of center staff to ensure required classroom coverage is maintained, break teachers at appropriate break time, and substitute in the classroom when necessary.
6. Plan, organize, and oversee implementation of all curriculums that is developmentally, culturally and linguistically appropriate for infants and toddlers
7. Ensure implementation of daily needs and service plans, developmentally appropriate lesson plan activities that are based on each child’s needs, strengths, and interests.
8. In collaboration with center staff; coordinate the ordered arrangement, appearance, decor, and learning environment of the classroom and center; including housekeeping, planning, and preparation of classroom.
9. Coordinate ongoing planning meetings with staff.
10. Prepare and submit all required s by designated timelines.
11. Ensure completion of developmental and health screenings of all children in accordance with state and federal guidelines (i.e. 45-90 day screening timelines, etc).
12. Monitor, implement, and ensure adherence to program confidentiality policy.
13. Monitor center base average daily attendance for each child daily. If child missed more than two days, contact families and discuss attendance policy.
14. Review and analyze s and records related to the operation and delivery of services.
15. In conjunction with center staff, coordinate orientation of parents to program philosophy, policies and procedures and ensure parent committee is actively involved in center activities including parent meetings.
16. Oversee recruitment, selection, and enrollment of children at assigned site.
17. Implement family education and development related activities such as Family Partnership Plans.
18. Plan and implement methods of establishing a positive liaison with parents, program staff and the community-at-large in collaboration with center staff and ensure the active participation and involvement of parents in the program planning process.
19. Develop partnerships with community services that may assist in meeting the needs of children and families.
20. Work closely with disabilities services to facilitate the development of transition plans for children with disabilities transitioning into and out of Early Head Start.
21. Conduct routine inspections of center facilities for health, safety, fire, and occupancy compliance and take necessary corrective action. Maintain records required by community care licensing.
22. Facilitate conflict resolution and complaint procedure; maintain appropriate documentation; keep EHS infant/toddler support services coordinator apprised of status.
23. When assisting with class coverage, contribute to a healthy and successful nutrition program by eating center prepared meals with the children.
24. Attend all required meetings, trainings and in-services as required.
25. Other duties as assigned.
Essential Functions
1. Oversee the day-to-day operations of the infant/toddler program in its entirety.
2. Understand, interpret and implement, federal, state, and agency rules and regulations to ensure adequate systems are in place to maintain high quality services to children and families in compliance with policy and procedures of EFCDC.
3. Provides guidance and leadership to staff to emphasize the importance of the program achieving high standards of quality, internally and through public and private sector partnerships.
4. In conjunction with the Family Services Advocate, assures that the program serves the number of eligible children in all classrooms.
5. Reads management and leadership materials and program-related materials to keep abreast of developments in comprehensive early childhood programs.
6. In conjunction with the executive staff and parent Committees, leads planning meetings with staff in which long and short-term goals for the infant/toddler program for improvement are established.
7. Conducts a complete Community Assessment/Parent survey every year to assess program growth, and improvement.
8. Work with HR to facilitate the continuing professional development of all staff as part of the commitment to excellence.
9. Maintains effective, appropriate communication with the Executive Director, including:
a. Attending all administrative staff meetings, regular and special meetings, and committee meetings
b. Providing a weekly written to the executive director, of the programmatic status of the program, and of the administrative activities, monitoring results and strategies to resolve problems
10.Monitors the implementation of the responsibilities of employees through observation, monthly supervisory meetings, team meetings, and review of files and documentation.
11.Assumes an active role in the annual program self-assessment.
12.Work with partnering agency’s to provide and/or secures training and technical assistance for all staff.
13.Listens to and resolves parent and community complaints about the infant/toddler program, seeking input from the administrative staff, parents committee, and the Executive Director, document and all information to the Executive Director.
14.Maintains open lines of communication with the Executive Director/Administrative staff.
15.In consultation with the Executive Director, assures that classrooms and playgrounds are set up in an age appropriate manner with age appropriate toys.
16.Demonstrate sound judgment, effective supervisory and administrative skills.
17.Demonstrate knowledge of the ability to comply with Missouri Child Care Licensing Regulations, and Missouri Accreditation Standards.
18.Demonstrate effective communications skills, both verbal and written, to express vision, ideas, and instruction, clearly to staff, children, parents and community, regardless of ethnic, racial, religious background or socio-economic level.
19.Establish and maintain good interpersonal relations with parents, children and staff.
20.Maintain effective, appropriate communication with the Executive Director.
21.Maintain a visible presence to staff, students, families and communities.
22.Evaluate performance of staff, , and volunteers quarterly or as needed
23.Participate in the design of internal structures, systems, and policies.
24.Ensure consistency in service delivery across program, with attention to inclusive practices and integration of component areas; encourage continuous improvement of systems.
25.Ensure coordination among components, across levels and with the organization.
26.Staff must believe in and act in accordance with both the Agency’s and the program’s mission/vision statements, adopted theoretical frameworks, and philosophy
27. Attend Family engagement and community events, possibly on evenings and weekends
28.Coordination of program activities in cooperation with the adminstrative team
29.Development and implementation of communication systems for use with parents, staff and the community
30.Provides guidance, resources, encouragement, evaluation and program improvements, as needed
31.Represents EFCDC in a positive manner in the community and with collaborative agencies
32.Attend monthly Executive Team meetings
33. Other duties as assigned
Professional Development
· Work with partnering agency’s to provide and/or secure training and technical assistance for all staff and yourself when necessary.
· In consultation with MARC Education Coordinator to facilitate the continuing professional development as required by MARC and DHSS.
· Work with HR to ensure that all staff and yourself meet the required clock hours.
· Attend meetings, trainings, and seminars as needed to continue professional development

· Actively promote safety and accident prevention within the workplace.
· Participate in weekly self-care leadership development training provided by an outside resources
· any unsafe conditions, incidents and/or accidents immediately to ED.

Assist and help ensure staff can;

Minimum Qualifications
· Minimum of a Bachelor’s Degree in Early Childhood Education, and a minimum of five years professional leadership/management and supervisory experience preferably in educational non-profit.
· Significant experience in administration, including knowledge of State licensing requirements and Head Start Performance Standards. Strong knowledge of best practices and systems in the field of early childhood.
· Experience in design and delivery of training.
· Strong computer skills, including internet and e-mail, excel, and the ability to learn new systems as needed
· Current enrollment in OPEN and Family Background Registry.
· Head Start experience preferred.

Experience:
· An understanding of early childhood philosophy and the ability to implement its principle of shared authority and decision-making.
· Experience in human services program management, including program planning, operations and evaluation, and the use of management information systems.
· Leadership ability.
· Good interpersonal and communication skills, including the ability to work as part of a team, Bilingual (Spanish/English) preferred.
