Overview:
Scope of Position: The position will focus on serving job seeker candidates in need of individualized assistance beyond self-service. These customers may job search assistance, labor market information, career exploration, career planning, job leads, job referrals, assistance with EmployFlorida on how to effectively utilize the system including Virtual Recruitment, information on CareerSource Tampa Bay (CSTB) programs and services. This position provides job search counseling and services to individuals and may provide ongoing services to assist the individual in their job search process. This position promotes referrals to the WIOA program for intensive comprehensive case management for those who need this additional assistance to enable them to become employed.

As a Recruiter you will manage the overall function of the recruitment, job searching, and fulfillment process. This includes working with the Business Services Team (BST) to understand the qualifications and needs of employers. You will actively recruit and match qualified job seekers to open job orders.

Responsibilities:
Essential Functions:
- Implement recruiting processes and initiatives
- Meet one-on-one with job seekers to discuss specific challenges that individuals are facing and work with the customer to find appropriate solutions to their barriers
- Provide or coordinate a comprehensive assessment of the customer’s strengths, skills gaps, and work history
- Review assessment and document customer training suitability by using the results of the assessment
- Provide labor market information in correlation with the customer’s field of work
- Instruct job applicants on job search techniques to yield positive results
- Assist in the facilitation of employability skills and resume review tailored to specific job openings
- Screen applicants, provide job leads and detail employers’ needs and skill sets required for current openings
- Counsel, motivate, and encourage job seekers in advancing employment, training, and retention goals and provide support in resolving issues that may impede successful job placement
- Conduct file searches to identify appropriate job seekers with the skill sets required by the employers’ job vacancies
- Monitor and communicate job seeker’s’ performance and progress with supervisor and BST
- Address all customer identified needs and barriers to gaining employment. Develop appropriate resolution plans and expected outcome achievement dates with customer and their Career Advisor
- Provide referrals as needed with local partnering agencies through CSTB partner referral portal
- Promote all CSTB programs and services available to customers
- Provide referral to WIOA Program for WIOA Basic Career Services for intensive case management services and Occupational Skills Training services based on customer needs
- Promote referrals to CSTB Employability Skills Training and Professional Talent of Tampa Bay networking services
- Maintain accurate, well-ordered documentation on candidates, searches, services, and recruiting activities
- Reach weekly and quarterly goals
- Maintain and submit program-required s for designated programs as required by management
- Make presentations to groups
- Provide assistance in the Resource Room as necessary to assist customers when individualized services are not requested
- Act as a liaison between program participants, Sector Strategists and Career Coaches for job searching
- Respond to and resolve customer complaints in a timely manner
- Process jobseeker on-the-job training applications and create on-the-job training plans.
- Follow up with on-the-job training participants on a monthly basis.
- Perform other duties as assigned
Qualifications:
Education and Experience Requirements:
- Professional experience in recruiting, case management, account management, counseling, social services, or a related business relationship management capacity
- Excellent communication, analytical and interpersonal skills and ability to communicate effectively with people of all socioeconomic and situational backgrounds and employers
- Ability to organize and prioritize work to be performed
- Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs
- Ability to perform professional work, including basic data analysis and synthesis, creation, process performance, and regulatory or compliance activities
- Bachelor’s degree preferred
- Proficient in Microsoft Office applications
- Florida Workforce Professional Certification Tier I required (must be completed within 1 year of employment)
- Valid driver’s license is required
