Eden Brown Synergy Hiring for HR Shared Service Manager at West Sussex Full Time

The role is full time, to start ASAP and paying £400 Umbrella per day. Please note the candidate will be required to attend the Chichester office 1-2 times per week, due to the size of the team to be managed and to attend essential meetings. The role is in scope of IR35.

JOB PURPOSE

• Responsible for leadership of the HR Shared Service, you will work strategically and operationally to ensure the smooth delivery of services that meets and exceeds service level agreements and customer expectations. You will work closely with teams across HR to drive forward high quality, efficient, and well regarded HR services. You will work directly with key stakeholders, recognizing the importance of our relationships with schools and partners (district, borough, and parish councils, colleges) to evaluate, assess, and improve service delivery as well as identifying opportunities to enhance and develop services provided.

The role is therefore pivotal in developing and maintaining high standards of payroll and HR expertise across the service and for continuously improving the employee and management experience at WSCC through simplifying HR transactions to enable all staff to focus on their jobs. You will have opportunities to work across the HR Department to explore potential for improved transactional administration through the use of IT and software projects and exploration of the right structure, business process, and resource for transactional activity.

PERSON SPECIFICATIONS

• The role will therefore be key in the implementation of, and benefits realisation from our new HR system, ORACLE. Alongside this, the role will be responsible for developing and implementing tools that will create efficiency and capacity including through query management, business process efficiency, handling of high-volume claims and instructions, and the management of staffing establishment and structures.
• You will lead a team of around 50 FTE, and will be accountable for ensuring the right capacity, expertise, knowledge and skills are available in order to meet the demands on the shared services function. This will involve working collaboratively with HR and Organisational Development teams, with the customer contact centre, and with administration services. The role will be specifically accountable for establishing an ongoing recruitment, retention, and development plan to ensure that payroll, HR, and pension expertise is developed and maintained over the long term within the service.

QUALIFICATIONS & Experience

• Post graduate level experience and knowledge in management and leadership.
• CIPP qualified or equivalent knowledge and experience of payroll and associated service provision.
• Knowledge of payroll processes, requirements, legislation, terms and conditions of employment and HR administration processes.
• Experiencing of establishing effective customer relationship with leaders, Schools and external customers.
• Extensive experience of working with integrated HR systems and in the use, application, and process management associated with operating HR and Payroll IT Systems.
• Experience of establishing, resourcing, and planning complex HR administrative and payroll services.
• Experience in the development, agreement and implementation of service level agreements for service delivery to a range of different customers and organisations.
• Experience of process improvement and efficiency.
• Proven experience in establishing and managing administration processes.
• Proven experience of developing and administering quality assurance processes.
• Experience in managing change.
• Experience of knowledge management tools, records management, management information, and audit.
