Financial Assets and Liabilities (FAL) group

The Financial Assets and Liabilities group (FAL) provides advice and reports on the State’s financial assets and liabilities and associated financial risks. This includes the State’s investments, debts, unfunded superannuation and insurance claims liabilities and guarantees. The group is also responsible for the regulation of the not-for-profit, non-government housing agencies, provides governance and prudential oversight to the State’s public financial corporations, and coordinates the financial and budgetary reporting on the State’s public corporation sectors.

About the role

Reporting to the Manager, Financial Assets and Liabilities, the Treasury Analyst’s responsibilities will be focused on managing the funding of the State Budget and the associated interest rate risk, liquidity management and banking arrangements. Further to this, you will also:

• Provide strategic advice to government departments and agencies on transactional banking products and services to improve the efficiency of the processing of banking transactions used by Government agencies.
• Lead the approval and implementation of new banking products and services to extend the capabilities of the Central Banking System and to improve the efficiency of banking processes used by Government departments and agencies.
• As a transactional banking subject matter expert, assist to maintain relationships with key senior stakeholders – CFO’s and senior leaders in finance teams of Government departments and agencies, TCV and banking service (panel) providers.
• Work with the Strategic Sourcing group, our banking service provider panel and departments and agencies to further develop the roll-out of the State’s banking contract and capabilities of the State’s Central Banking System.
• Actively participate as a member of the Balance Sheet Management team to ensure a cohesive approach to achieving the FAL group and departmental objectives

About you

This is a great opportunity to join the Financial Assets and Liabilities team to further your government skills. To be successful and to be considered for this role, you must demonstrate the following:

• Have a strong understanding of banking products, services and payment systems.
• Provide advice and recommendations by undertaking research into opportunities in the banking services market and through consultations with market participants and departments and agencies.
• Have an understanding of treasury management including banking payments and revenue collection systems, preferably gained working for a large bank or corporate.
• Strong interpersonal skills including proven relationship-building capability and experience participating in multi-disciplinary teams.
• Well-developed stakeholder management skills.
• Strong organisational skills, including the ability to prioritise work with minimal guidance.
• Sound written and oral communication skills.
• Tertiary qualifications in Finance, Economics, Accounting, or a related field.
